Job Description

The Emergency Manager coordinates and performs County-wide mitigation, preparedness, response, and recovery plans and actions for emergencies and disasters. The Emergency Manager assumes all duties and legal requirements of this office. This position is located in Watford City, ND and scheduled for Monday - Friday, however may require work after hours as emergencies arise. This position reports to the Board of County Commissioners. Level and salary commensurate with experience. Develop, update and/or coordinate with a company to create plan documents for emergencies and disaster response and recovery; including but not limited to the Hazard Mitigation Plan and Local Emergency Operations Plan Outlines specific roles for all first responders by creating mutual aid agreements or memorandums of understanding. These documents provide for common incident command systems, equipment interoperable protocols and critical infrastructure protection. Respond to incidents throughout the County upon request on any hazardous spills that could be a public health and safety issue, advise and inform local officials and duty officer of the State DES office of duties, coordinate damage assessments during an incident Facilitate the National Incident Management System within the Emergency Operations Center (EOC) in the event of an emergency. Support all McKenzie County First Responder Organizations (Fire Departments, Ambulance, and Law Enforcement) by keeping them notified of available training, serving as liaison, and providing forums/meetings to share ideas and create County wide policies. Serve as an active member of the McKenzie County Local Emergency Planning Committee as well as the County Building Security Committee; coordinating with Homeland security when necessary. Prepare reports and maintain other required documentation and records in compliance with Federal, State, and local requirements Develop and execute public awareness and education programs. Conduct exercises to test plans and systems and incorporate lessons learned into the jurisdiction's emergency plan. Involve the private sector and nongovernmental organizations in planning, training, and exercises Coordinate and review the Emergency Planning Process and work cooperatively with other local agencies, private-sector, and nongovernmental organizations as well as state and federal organizations when necessary Conduct on-going grant research to assist in the funding of Emergency Management matters; coordinate and facilitate FEMA grants. Submit Quarterly reports to State DES on all Grants Review and comment on all proposed development within the County Schedule and/or conduct safety training for the County staff. Establish rapport with local media and provides information to the media in regards to Emergency Management matters; Prepare news releases when required Other duties as assigned for business needs Bachelor's Degree in Emergency Management, Environmental/Life Sciences, Community Planning, Public Administration, or related field 3 years Emergency Management experience or related field High School Diploma or GED Proficient with MS Office programs including Word, Excel and Outlook and have the ability to learn other computer programs as required. Valid driver's license Excellent communication and interpersonal skills Ability to travel as position requires Must possess proven ability to organize projects and keep accurate and up-to-date records Must be able to report to Watford City, ND daily at required schedule time Physical requirements and working conditions: Must possess the ability to work in a standard office setting and to use standard office equipment, including a computer, copier, files, telephone and fax; maintain attention to detail despite interruptions, vision to read printed materials and a computer screen, and hearing and speech to communicate in person and over the phone.
