Job Description

Description Castle Rock Hospital District is looking for a full-time EMS Director to join the Castle Rock Ambulance Service team. Summary of Job The Emergency Medical Services Director provides the leadership, operational management, and vision needed to ensure that Castle Rock Ambulance maintains the required operational controls, consistent administrative and reporting procedures, and people systems and processes to effectively manage day-to-day operations. This position is responsible for growing and improving the organization, ensuring financial strength, and maintaining an engaged, highly capable workforce. The role requires active, respectful, constructive, and inclusive leadership as well as the ability to move fluidly between hands-on operational work and higher-level administrative and strategic responsibilities. Essential Job Functions Leadership & Personnel Management Provide day-to-day leadership and management of ambulance activities, department operations, and personnel. Oversee all personnel management functions including staffing, training, and performance measurement. Actively participate in the EMS employee selection process including the authority to hire and discipline per CRHD policy. Complete performance reviews for all employees per district policy and address performance concerns through specific, timely, and constructive feedback. Ensure employee orientation to the organization and position. Promote an environment conducive to staff satisfaction and retention, advancing a respectful and inclusive workplace for a diverse workforce. Conduct regular staff meetings and one-on-one sessions to ensure frequent, timely, and appropriate communication with staff. Manage staff PTO requests, communicate approvals or denials, review timecards, and submit payroll. Collaborate on the development and implementation of departmental policies, procedures, and operational guidelines. Investigate complaints and implement courses of action per district policies and procedures. Attend Department Head meetings as a representative of the EMS department. Perform other related duties as assigned. Training & Compliance Ensure compliance with all regulatory and safety procedures and requirements, including standards set by accrediting, licensing, and governmental agencies. Oversee training necessary for recertification of current EMS employees and the onboarding of new EMS employees. Ensure employees participate in required educational programs. Formulate and implement quality assurance programs that ensure compliance with standards of practice. Monitor and research legislative issues that may affect EMS and provide relevant information to CRHD leadership and the Emergency Services Medical Director. Maintain knowledge of CMS and other health insurance requirements to proactively respond to patient inquiries and concerns. Perform other related duties as assigned. Strategic Planning & Community Relations Spearhead the development, communication, and implementation of effective growth strategies and organizational improvements. Collaborate with Castle Rock Hospital District administration to implement plans for infrastructure, systems, processes, and personnel changes. Actively participate in district and department strategic planning and implementation. Maintain positive, mutually beneficial relationships with other first responder organizations within surrounding communities. Establish, maintain, and facilitate positive working relationships with personnel and agencies including, but not limited to, the Physician Medical Director, Hospital, Fire Departments, Police Departments, the Sheriff's Office, the 911 District, and elected officials. Oversee transport agreements with local nursing homes and air ambulance services. Organize community service programs and represent the department at community events. Schedule ambulance standby for activities outside of the department. Accurately and completely share information with district staff, city, county, and state agencies in a timely manner. Perform other related duties as assigned. Financial & Operational Management Prepare the annual budget, enforce budgetary guidelines, and advocate for supplies needed to improve patient care. Collaborate with appropriate billing and finance staff to ensure optimal revenue is obtained from EMS billing. Review and process all trip sheets and prepare them for billing submission. Identify, recommend, and implement operational changes that will improve service, productivity, quality, and financial performance. Ensure adequate supplies are stocked on ambulances and that staff have the resources needed to perform their duties. Communicate with the maintenance department to ensure equipment and vehicles are kept in optimal condition. Supervise cleaning of ambulances, ambulance buildings and bays, ambulance storerooms, training rooms, and equipment. Remain available for call as necessary to cover gaps in coverage. Perform other related duties as assigned. Qualifications General Must be at least 21 years of age. Education Graduate of an accredited EMS program required. Bachelor's degree in Emergency Medical Services, Business Management, Public Health Administration, or a closely related field preferred. Licensure & Certifications Must maintain or be willing to obtain an EMT, AEMT, IEMT, or Paramedic certificate. Current Wyoming State EMT certification or NREMT Certification with ability to obtain Wyoming Certification by start date; or current EMT certification from a reciprocal state if approved by the Medical Director of CRHD Ambulance. Must possess and maintain a valid Wyoming driver's license (minimum equivalent to a Wyoming Class "C" driver's license). Driver's motor vehicle record must meet requirements set forth in the Employee Handbook and the standards of CRHD's auto insurance provider. Must provide proof of a good driving record to operate company vehicles. Current Basic Life Support (BLS/CPR) certification through the American Heart Association, American Red Cross, or ASHI required. Must be able to pass a CRHD-approved physical agility test. Experience & Skills Minimum of five (5) years of experience at a manager, assistant director, director, or administrator level managing a high-performance EMS system preferred. Extensive knowledge of emergency medical service systems, theory, regulations, and practices preferred. Experience in financial planning and analysis. Experience in organizational development, personnel management, budget and resource development, and strategic planning. Ability to provide high-quality, compassionate patient care for 911 calls or ground transports. Ability to work independently with little direct supervision using strong time management skills. High understanding of potential liability concerns for patient care errors and quality control processes. Knowledge of common safety hazards and precautions to establish and maintain a safe work environment for staff and patients. Ability to apply analysis skills and problem-solving techniques to provide fast and effective solutions. Ability to react calmly and effectively in managing emergency situations. Ability to interact with the public and co-workers under circumstances requiring specific knowledge, tact, diplomacy, and sound judgment. Proficient in Microsoft Office products, WATRS, and other Windows and web-based applications. Works well under pressure with excellent customer service, written, and oral communication skills. Preferred Qualifications Experience in a high-performance EMS environment. Current NREMT, NRAEMT, or NRP Certification. Completed FEMA courses ICS-100, ICS-200, and ICS-700. State of Wyoming Instructor/Coordinator certification. Current American Heart Association or ASHI Pediatric Advanced Life Support (PALS), NAEMT EPC, or Handtevy Pediatric Certification. Current NAEMT PHTLS or ITLS Certification. Current NAEMT AMLS or approved CRHD equivalent. Current American Heart Association or ASHI Advanced Cardiac Life Support (ACLS). Work Environment & Physical Requirements This position can be physically and emotionally demanding and requires the ability to multitask effectively in crisis and high-stress situations. The following conditions are representative of those encountered in this role: May require working in adverse weather conditions including extreme temperatures, wet conditions, wind, snow, and ice. Exposure to bloodborne pathogens is a risk; appropriate precautions and PPE must be followed. Must be able to respond to emergency call coverage as needed, including outside of regular business hours. Requires sustained physical effort including standing, sitting, stooping, squatting, kneeling, lifting, pushing, pulling, and climbing. Must be able to lift a minimum of 100 pounds without assistance. Must be able to lift and carry medical equipment as necessary to deliver emergency care to patients. Must be able to lift, carry, push, and pull ill and/or injured patients, including operation of a stretcher. Must be able to climb stairs or uneven terrain to access patients and assist in removing them from the location found.
