ELECTRIC MEMBERSHIP CORPORATION POSITION DESCRIPTION ENGINEER I - OPERATIONAL TECHNOLOGY POSITION OBJECTIVES
Provide administration, support, and continuous improvement of the Cooperative's Outage Management (OMS) platform in order to achieve reliable outage response in accordance with the goals of the division and cooperative; provide technical assistance on the configuration and operation of the OMS platform by ensuring accurate outage data, effective outage restoration workflows, and real-time system awareness.; provide enhanced outage response efficiency, improve restoration times, and maintain system integrity during both day-to-day operations and major storm events; provide support for SCADA and Distribution Management System (DMS) environment, and to work and communicate in a team-oriented environment in accordance with the vision, mission, and values of the Cooperative.
MINIMUM JOB SPECIFICATIONS

EDUCATION
Require Bachelor's degree in Engineering. Prefer a Degree in Electrical Engineering or Computer Engineering. Prefer significant progress toward EIT certification and undergraduate curriculum including engineering related to the field of electrical power distribution and transmission.
EXPERIENCE
Require one year of responsible electrical distribution experience including system operations, OMS, SCADA, DMS, or related technologies. Prefer experience supporting outage restoration, switching operations, or real-time system monitoring.
KNOWLEDGE
Require a thorough knowledge of basic electrical engineering principles including three phase power calculations, electrical rotating machines, transformer theory, and AC and DC circuit analysis.
Prefer the following:
working knowledge of electric distribution system design, components, and operations, including feeders, substations, reclosers, switches, sectionalizing devices, and protective schemes; understanding of electric outage restoration processes, switching procedures, tagging practices, and system reliability principles; and familiarity with Outage Management Systems (OMS) functionality including outage prediction, device hierarchy, crew management workflows, and restoration modeling.
SKILLS:
Require ability to pursue a continuous program of self-development both inside and outside of work hours in furthering his/her knowledge to develop in the job and accept increasing responsibilities. Require the characteristics necessary for providing effective leadership, guidance, training, and direction. Require ability to promote collaboration and clear communication across departments to enhance outage response and operational efficiency. Require the ability to develop, document, and maintain procedures related to outage management workflows, system modeling, data validation, and reporting. Require the ability to ensure operational and system performance data is collected, analyzed, and presented in a clear and meaningful format to support planning, reliability improvement, and decision-making efforts. Require ability to maintain proficiency in the use of personal computers and applicable software platforms, including OMS, SCADA, DMS and related enterprise systems. Require ability to effectively prioritize workload, manage time during both routine operations and major outage events, and contribute constructively to planning efforts, budgeting discussions, workflow improvements, and operational reporting.

Actively participates within the Cooperative team environment to develop supportive relationships essential to the success of the functions of this position, achieving the results expected and encouraging throughout the organization the concepts of teamwork and cooperative spirit.
External:
Develops and maintains supportive relationships with member/consumers, the general public, and other external contacts to assure positive results. This position is primarily sedentary work; requires visual acuity in machine operation with inspection; requires ability to hear, talk, and perform repetitive motions; and is not substantially exposed to adverse environmental conditions. The following are the essential duties of this position and do not include marginal functions that are incidental to the performance of fundamental job duties. The scope and duties of a given position may change or be temporarily altered based on the needs of Jackson Electric Membership Corporation. ESSENTIAL FUNCTIONS
1. Administer, configure, and maintain the OMS application within the integrated ADMS platform. 2. Ensure accurate outage prediction, device status modeling, and restoration workflows. 3. Build relationships with IT and Engineering groups to help support call handling for integrations to other systems; CIS, AVL, AMI, and GIS connectivity model accuracy. 4. Monitor OMS performance and troubleshoot application, data, and integration issues. 5. Provide direct support during major outage and storm restoration events. 6. Train and support office users and field personnel on OMS tools and best practices. 7. Assist as directed in the management and maintenance of Jackson EMC tower fleet. Ensure rental contracts are current and expenditures and payments are in accordance with agreements. 8. Assist as directed in the support and maintenance of Distribution Management Systems (DMS) programs in use at Jackson EMC. 9. Assist as directed in Operational Technology programs and projects including critical infrastructure asset management and internal training initiatives. 10. Develop thorough knowledge of electrical distribution systems, common distribution equipment, typical system problems, and solutions. Develop a thorough understanding of engineering economics and comparative value of alternative solutions. Prepare evaluations and recommendations as assigned. 11. Provide guidance and assistance to other areas within Operational Technology; participate and encourage cross training. 12. Provide technical assistance to other departments during planned or emergency power outages to the extent necessary that will ensure the customer has the highest degree of continuity of electrical service. 13. Assist in providing engineering support to cooperative members. 14. Maintain a working knowledge and follow the best safety practices set forth in the Cooperative's
SAFETY MANUAL. 15.
Attend and participate in annual meeting as required or directed. 16. Perform such other duties as may be required or directed.
