This full-time, on-site position will support a multi-disciplinary Architecture & Engineering (A&E) team responsible for installation engineering and management functions under the Base Maintenance Contract (BMC). The Energy Manager will oversee energy conservation initiatives, utility management, sustainability efforts, and energy project planning for USAFA facilities. This role requires strong technical expertise in energy systems, federal energy programs, sustainability planning, and facility operations. The ideal candidate will possess experience working with Department of Defense (DoD) energy programs and demonstrate a commitment to operational excellence and collaboration.
Expected start date:
March 1, 2026. Essential Functions Energy Management & Sustainability Support project teams in achieving energy-efficient building and system designs Collaborate with architects, engineers, and designers throughout project development to optimize energy performance Participate in energy audits of existing buildings to identify energy conservation and utility cost reduction opportunities Recommend energy-efficient technologies and design solutions, including lighting, HVAC, building envelope systems, photovoltaic systems, daylighting, natural ventilation, and advanced controls Develop detailed energy models using DOE-2 compliant software Prepare documentation required for LEED energy credits Participate in energy master planning and control systems planning efforts Review current sustainability and energy utilization practices and provide recommendations for improvement Program & Project Management Serve as the primary energy management representative for USAFA operations Identify and support energy management projects through programs such as ECIP, FEMP, MILCON, ESPC, and UESC Manage ECIP and FEMP programs, including preparation of programming documents, engineering analyses, life-cycle cost analyses, and preliminary cost estimates Develop DD Form 1391 energy project programming documentation, including alternatives analysis and project requirement calculations Determine the feasibility of alternative energy generation methods and financing opportunities for federal energy projects Plan, coordinate, and support development, funding, processing, and management of energy projects Provide life-cycle cost effectiveness analysis and recommendations for proposed projects Utility & Compliance Management Conduct facility energy and water conservation audits on at least 10% of facility square footage annually utilizing UESC and ESPC contracts Validate invoices and utility billing monthly to ensure accuracy Calculate and validate utility rates for reimbursable consumers and provide results to the Contracting Officer's Representative and Civil Engineer Resource Advisor Compile and submit monthly utility consumption and cost data into the Defense Utility Energy Reporting System Prepare quarterly reports related to Energy Performance Index, metering, and budgeting programs Support DoD and Air Force energy reduction goals and provide status updates during energy steering group meetings Schedule, coordinate, and conduct quarterly Energy Management Steering Group meetings Respond to Civil Engineer Squadron data calls and reporting requests related to energy management Collaboration & Support Participate in stakeholder meetings, site visits, charrettes, interviews, and project reviews Perform site visits to USAFA locations to support communication, establish business processes, and ensure policy compliance Serve as a technical resource regarding energy-efficient building systems and sustainability initiatives Perform additional duties as assigned Qualifications Required Qualifications Bachelor's degree in Engineering, Architectural Engineering, or a closely related field Minimum of seven (7) years of relevant experience Demonstrated expertise in energy-efficient building design and energy technologies Strong understanding of mechanical systems, controls, and technical facility requirements Experience developing detailed energy models using eQuest or similar software Experience working within the architectural design process Knowledge of energy-efficient commercial lighting systems Excellent presentation, communication, writing, and documentation skills Proficiency with Microsoft Office applications Ability to travel as needed Ability to work on-site at the United States Air Force Academy Ability to pass a governmental background check U.S. Citizenship required due to client contract requirements Preferred Qualifications Ten (10) years of experience in DoD energy management Prior Air Force Civil Engineering Squadron experience Certified Energy Manager (CEM) through the Association of Energy Engineers (AEE) Experience with federal energy management programs and contracts Key Competencies Energy Management and Sustainability Expertise Technical and Analytical Skills Project Planning and Coordination Communication and Presentation Skills Problem Solving and Decision Making Collaboration and Teamwork Attention to Detail Organizational and Time Management Skills Work Environment This position is full-time and located on-site at the United States Air Force Academy in Colorado Springs, Colorado. The role operates in both office and field environments and may require visits to active construction or facility sites. Physical Demands This role may require sitting for extended periods, walking facility sites, climbing stairs, and conducting field inspections. Occasional lifting, bending, and standing may also be required. Position Type / Expected Hours of Work This is a full-time position. Work hours may vary depending on operational and project requirements. Occasional extended hours or travel may be required. Travel Travel between USAFA facilities and project locations may be required. Work Authorization / Security Clearance This position is subject to a governmental background check.
