JOB SUMMARY
Manage the daily operations of the Pinal County Flood Control District projects and programs, and its related functions, manage the Storm water Quality program as required by the Clean Water Act, the bridge maintenance project management, and tracking, provide technical support to the County Engineer, and assist other sections within Public Works as needed. Work in this classification requires an individual to be able to perform the essential job functions satisfactorily. Since every duty associated with this classification may not be described herein, employees may be required to perform duties not specifically spelled out in this classification description, but which may be reasonably considered to be incidental in the performing of their duties just as though they were actually written out in this description . Manage the daily operations of the Flood Control Division and plan, schedule, assign resources, and coordinate the work of one or more Flood Control District staff. Work with Federal, state, and local agencies and stakeholders to achieve consensus on issues that concern the District and obtain funding for projects. Work with elected officials and lobbyists for the District, the County, the County Supervisors Association, and at the Federal level, to keep informed and respond to legislation that could affect operations. Speak at public meetings and forums to provide information on District operations and topics that affect the District. Manage the county wide FEMA floodplain program in the unincorporated County as well as within several municipalities, and the CRS program in the unincorporated areas. Manage all floodplain use permits within the County, technical reviews, and assistance both internal and external, enforcement, and mitigation of flood hazards.
  • Manage flood control district engineering projects, including technical engineering studies and planning documents.
Recommend the selection of division personnel and supervise, evaluate, and provide training for division staff. Perform project management for CIP projects related to flood control and post disaster recovery. Provide support for litigation activities involving the District and the County in flood related issues. Manage the drafting and editing of new ordinances and proposed legislation that may help the District function. Participate in Emergency preparedness and response before and during flood events, and with post disaster recovery after flood events. Civil Engineering Section Chief. Manage the Stormwater Quality program as regulated by ADEQ and the EPA.
  • Perform reporting, public outreach, and response for this program, including the MS4 program for the urbanized areas of the County. Manage the MSGP permits for industrial sites the County manages, such as public works yards and Fleet Services. Provide technical support for compliance with Federal Clean Water Act requirements.
  • Keep informed on all rulemaking and legislation that could affect this program, and provide information to County management and elected officials.
T o promote and adhere to the workplace values of accountability, commitment, and teamwork to help enrich lives beyond expectation. Maintain absolute confidentiality of work-related issues, customer records, and restricted County information. Perform other related duties as required. Bachelor's degree in Civil Engineering. Ten (10) years of work experience in engineering of which three (3) years of experience in a supervisory capacity. Certified Floodplain Manager. Valid Arizona State Driver's License is required within 30 days of hire. Or an equivalent combination of relevant education and/or experience may substitute for the minimum requirements. Knowledge of principles, practices, and techniques of general engineering and specialized technical areas of assignment. Knowledge of Federal and state specifications, regulations and quality standards governing projects. Knowledge of principles of program and project management. Knowledge of engineering plans and specifications. Knowledge of Federal and state safety rules and regulations, occupational hazards, and safety precautions. Skill in reading and understanding plans, specifications and schematics, and assuring compliance with rules and regulations. Skill in reading, understanding, developing, manipulating, and analyzing technical information in a variety of data formats. Skill in using computers and complex engineering software applications and interrelated database records, including GIS. S kill in collecting, organizing, analyzing, and presenting technical and statistical information in reports. Skill in making complex mathematical computations, including geometry and trigonometry. A bility to promote and enforce safe work practices. Ability to lead, organize, and review the work of subordinate staff.
  • Ability to interpret and explain county policies and procedures.
PHYSICAL DEMANDS
The work is light and requires exerting up to 20 pounds of force occasionally, and/or up to 10 pounds of force to move objects. The work also requires the ability to finger, reach, perform repetitive motion, speak, hear, walk, and demonstrate visual and mental acuity.
WORK ENVIRONMENT
Work is performed in a dynamic environment that requires the ability to be sensitive to change and responsive to changing goals, priorities, and needs. The hiring salary for this position is dependent upon experience, qualifications and position funding; starting salaries above the midpoint require additional approval.
