Do you bring a market level perspective and the ability to align long range infrastructure investments with agency priorities, funding strategies, and community outcomes? CHA Consulting, Inc. is currently seeking a Civil Engineering Business Development Leader•California to help guide strategic growth for our Transportation Team in Temecula, CA. In this seniorlevel role, you will serve as a trusted advisor to transportation agencies and stakeholders, strengthening relationships, shaping pursuits, and positioning CHA to support critical mobility and infrastructure programs across the state. What You'll Do:
Lead strategic growth efforts across the Transportation market, strengthening CHA's visibility and competitive position across public and private sectors
Develop and execute targeted sales strategies aligned with organizational business goals and transportation market priorities
Identify, pursue, and cultivate new business opportunities across state and local agencies, municipalities, transit authorities, and transportation-focused clients
Manage client database (CRM), generate leads, and follow up to maintain a strong and sustainable opportunity pipeline
Develop compelling content for proposals, conferences, social media, and transportation-focused marketing initiatives
Represent CHA at transportation industry conferences and events, building lasting relationships with agency leaders, executives, and technical decision-makers
Collaborate with CHA leadership teams to support proposal development and strategic pursuit decisions
Provide market updates, sales forecasts, and strategic insights to senior leadership to inform growth planning What You Bring:
Bachelor's degree in Civil Engineering or related engineering discipline; or equivalent combination of education and experience required
Minimum of 10 years of experience in project management, technical leadership, and business development with proven success as a leader required
Technically astute with the ability to position teams and pursuits for strong technical execution, financial performance, and sustained client satisfaction
Demonstrated ability to develop and sustain long term client relationships
Exceptional communication skills-persuasive, engaging, and effective across all audiences
Strong analytical and strategic mindset with the ability to identify market trends and growth opportunities
Ability to work independently, exercise sound judgment, and balance multiple priorities
Commitment to continuous improvement, innovation, and advancing CHA's vision
Ability to inspire, motivate, and build relationships across the company, including with C-suite executives, procurement teams, and engineering leaders

Salary Range:
