Job Description
ABOUT THE POSITION
The Town of Truckee is seeking an experienced, highly-motivated, collaborative team member to play a vital role in the Town's Engineering Division. The primary focus of this position advertisement is to find a key team member to join the Division in either the Assistant or Associate Engineer role, depending on the experience and qualifications of the selected candidate. The Engineering Division works on the implementation of a variety of Capital Improvement Projects (CIPs) including new trails, roundabouts, streetscape improvements, roadway infrastructure, and miscellaneous Council priorities, such as new parks or new Town facility improvements. This position will be involved in the planning, design, permitting, and construction management of a variety of these types of CIPs. On the private development side, the Division oversees the design and construction of site and right-of-way improvements associated with private development, such as the Soaring Ranch Development (Raley's shopping center), Truckee Railyard projects, subdivisions, commercial projects, and affordable housing projects. The Assistant/Associate Engineer position is also responsible for administering grant funds when applicable, project budget management, and responding to community requests related to the Engineering Division's responsibilities, such as sign requests, drainage issues, or traffic concerns. The distinction between the Assistant/Associate levels is the ability to perform up to the full range of duties assigned, including differing levels of independent use of judgement, under the general supervision of the Senior Engineer or Engineering Manager. The Associate Engineer level requires current registration as a licensed professional engineer in the State of California. The Assistant Engineer does not require registration as a licensed professional engineer, although education in an engineering or related field is desired. The ideal candidate has experience in various facets of engineering such as plan review, site design, construction inspection, project management, stormwater management, government processes, and traffic engineering, as well as good communication skills for both one-on-one conversations and public presentations. Under general supervision (Assistant Engineer) or direction (Associate Civil Engineer), performs professional civil engineering field and office work related to the planning, design, construction, and maintenance of the Town's Capital Improvement Program (CIP), traffic engineering, and private land development projects and studies; prepares designs and specifications and conducts inspections of assigned projects; serves as project manager for assigned projects; confers with developers, contractors, other engineers, and the general public; represents the Town at a variety of committee, commission, and Town Council meetings; and performs related duties as assigned.SUPERVISION RECEIVED AND EXERCISED
Receives general supervision (Assistant Engineer) or direction (Associate Civil Engineer) from assigned supervisory and/or management personnel. Exercises no direct supervision over staff. Some positions may exercise technical and functional direction over and provide training to assigned staff.CLASS CHARACTERISTICS
Assistant Engineer :
This classification is the entry-level in the Engineer series. The main focus at this level is both a technical and analytical role, with work involving project implementation. Positions at this level are not expected to function with the same amount of program knowledge or skill level as positions allocated to the Associate-level and exercise less independent judgment and initiative in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. As experience is gained, assignments become more varied and are performed with greater independence.Associate Civil Engineer :
This is the journey-level classification in the Engineer series. Incumbents at this level perform the more difficult assignments, projects, analyses, and programs assigned to classes within the series, requiring the use of considerable discretion and independent judgment in performing assigned work and full and thorough knowledge of the concepts, practices, procedures, and policies of assigned program(s). Assignments are given with general guidelines and positions are responsible for establishing objectives, timelines, and methods to deliver work products or services. Work is typically reviewed upon completion for soundness, appropriateness, and conformity to policy and requirements. Responsibilities may include providing guidance on engineering programs and/or projects and providing work direction, coaching, and mentoring to lower-level staff. This class is distinguished from Senior Civil Engineer in that the latter performs the more complex and difficult projects, analyses, and programs assigned. Positions in the Engineer class series are flexibly staffed and positions at the Associate-level may be filled by advancement from the Assistant-level; progression to the Associate-level is dependent on (i) management affirmation that the position is performing the full range of duties assigned to the classification; (ii) satisfactory work performance; (iii) the incumbent meeting the minimum qualifications for the classification including any licenses and certifications; and (iv) management approval for progression to the Associate-level.EXAMPLES OF TYPICAL JOB FUNCTIONS

For entry-level (Assistant-level) positions, the typical functions are limited and performed in a learning capacity. Provides technical support for or manages all phases of engineering capital improvement and private land development projects including planning, feasibility evaluation, coordination of environmental review, design, construction, and close-out; performs project management activities, including preparing or reviewing preliminary and final designs and specifications, developing requests for proposals and scopes of work, cost estimates, change orders, work plans, budgets, schedules, and baseline requirements, and contract negotiations and management. Conducts engineering studies and cost analyses for assigned projects; researches project design requirements; prepares and/or reviews the adequacy and accuracy of engineering calculations and estimates, preliminary layouts and specifications, and design work from field and survey data. Reviews site plans and conditional use permits for compliance with drainage, traffic, and roadway issues; reviews proposed private development project plans for subdivision and other projects requiring issuance of Town permits or enforcement of applicable codes and ordinances; participates in the issuance of various construction permits including encroachment, transportation, and grading permits. Prepares and negotiates property acquisition, easements, and right of way agreements. Reviews requests for amendments to contracts and prepares contract change orders and pay estimates; reviews reports, environmental impact mitigation plans, and certified payroll submitted by contractors; tracks invoices and maintains related records. Conducts traffic studies based on feedback from the Police Department and/or community; implements traffic engineering services including signing and marking of Town streets. Conducts inspections of municipal construction and of private and public work encroaching on Town property to ensure compliance with plans, codes, and construction standards; verifies environmental mitigations; conducts encroachment inspections and answers related inquiries from the public. Reviews laboratory tests of construction materials; investigates field conditions related to public improvements, public utilities, and traffic safety operations; investigates field problems affecting property owners, contractors, and maintenance operations; works with public or private contractors on public improvements. Coordinates assigned projects and activities with other Town departments, local jurisdictions and agencies, and regional, state, and federal agencies. Collaborates and confers with developers, engineers, architects, and contractors and other Town staff in acquiring information and coordinating engineering matters; provides information regarding Town project requirements and Town policies, procedures, codes, and ordinances. Prepares and presents technical project and staff reports to various committees, commissions, and at public meetings and hearings; prepares a variety of written reports, memoranda, and correspondence; ensures the proper documentation of projects and activities. Attends meetings, conferences, workshops, and training sessions; attends and participates in professional group meetings; stays abreast of new trends and innovations in the field of engineering. Perform professional engineering duties involved in the design, development, and construction management of a variety of capital improvement projects and approval of private land development projects. Independently conduct engineering studies and research projects, evaluate alternatives, make sound recommendations, and prepare effective staff and technical reports; present technical engineering information and data in an effective manner. Prepare, understand, and interpret engineering construction plans, technical drawings and designs, specifications, as-builts, contract documents, environmental and engineering reports, and other technical documents. Prepare clear and concise reports, correspondence, and other written materials. Coordinate services with internal departments, community organizations, and other government agencies. Understand, interpret, apply, and ensure compliance all pertinent laws, codes, regulations, policies and procedures, and standards relevant to work performed. Establish and maintain a variety of filing, record keeping, and tracking systems. Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments.
