Water Utility Project Manager (Civil Engineer) Job Description The Water Utility Project Manager leads the planning, design, and delivery of complex water, wastewater, reclaimed water, and related utility infrastructure projects for municipal and public-sector clients. This civil engineering role combines technical utility design expertise with project management leadership, client relationship management, and business development responsibilities. The position is well-suited for a registered Professional Engineer who enjoys guiding projects from concept through design, permitting, bidding, and construction support while mentoring technical staff and contributing to the growth of a utility practice. Responsibilities Lead utility infrastructure projects involving water distribution, wastewater collection, pumping systems, force mains, gravity sewer, reclaimed water, and utility rehabilitation or expansion from initial planning through construction phase services. Manage all project phases, including planning, feasibility evaluation, preliminary engineering, final design, permitting, bidding, and construction support. Serve as the primary point of contact for municipal and public-sector clients, subconsultants, regulatory agencies, and internal project teams. Develop detailed project scopes, schedules, budgets, and staffing plans, and monitor progress to ensure projects are delivered on time, within budget, and in accordance with quality standards. Provide technical oversight and quality control for engineering documents, including calculations, reports, plans, and specifications for water and wastewater utility projects. Coordinate and lead multidisciplinary teams that may include civil, structural, mechanical, electrical, instrumentation and controls, environmental, and GIS professionals. Manage multiple concurrent projects, overseeing budgets, schedules, teams, and client communications to ensure successful delivery. Support and maintain strong, long-term relationships with municipal utility owners and public-sector clients through responsive service and technical excellence. Identify opportunities for follow-on work and new projects, assist with the preparation of proposals and interview materials, and contribute to business development and strategic growth initiatives. Mentor project engineers, designers, and junior staff, providing technical guidance, feedback, and support for their professional development and career progression. Support construction administration activities, including responding to requests for information (RFIs), reviewing contractor submittals, evaluating change orders, and conducting site visits as needed. Apply strong knowledge of utility design standards, permitting requirements, and public-sector project delivery methods to ensure compliant and constructible designs. Essential Skills Bachelor's degree in Civil, Environmental, or a related Engineering field. Registered Professional Engineer (P.E.). 10+ years of progressive experience in utility engineering, including significant project management experience for municipal water and/or wastewater projects. Proven ability to manage budgets, schedules, project teams, and client communications on multiple projects simultaneously. Strong technical knowledge of utility design standards, permitting requirements, and public-sector project delivery processes. Demonstrated experience with civil engineering design for water, wastewater, and related utility infrastructure. Proficiency with AutoCAD and Civil 3D for civil and utility design and drafting. Experience in hydrology, drainage design, and site development related to utility projects. Solid understanding of wastewater system design, including pump design and associated infrastructure. Strong project management skills, including scope development, scheduling, resource planning, and risk management. Ability to provide technical oversight, quality control, and review of engineering plans, specifications, and calculations. Effective written and verbal communication skills for coordinating with clients, regulatory agencies, subconsultants, and internal teams. Additional Skills & Qualifications Civil engineering experience in civil design for water, wastewater, and reclaimed water utilities. Experience with utility rehabilitation and expansion projects in municipal environments. Familiarity with CAD standards and best practices for utility and site development projects. Experience coordinating multidisciplinary teams, including structural, mechanical, electrical, instrumentation and controls, environmental, and GIS staff. Prior involvement in business development activities such as identifying opportunities, supporting proposals, and participating in client interviews. Experience mentoring and developing junior engineers, designers, and technical staff. Engineering-in-Training (EIT) certification earlier in career is beneficial. Experience with construction administration, including responding to RFIs, reviewing submittals, and evaluating change orders. Ability to build and maintain strong professional relationships with municipal utility owners and public-sector clients. Work Environment The Water Utility Project Manager works in a professional consulting environment focused on municipal and public-sector water, wastewater, and reclaimed water infrastructure projects. The role primarily involves office-based work using engineering and design software such as AutoCAD and Civil 3D, along with standard productivity and project management tools. The position includes regular collaboration with multidisciplinary internal teams and external partners, as well as periodic meetings with clients and regulatory agencies. Occasional field visits and site inspections support construction administration activities, including reviewing progress, responding to RFIs, and evaluating change orders.
