This is civil engineering work requiring independent judgment in the review and interpretation of various plans and codes related to infrastructure, building and development, the inspection of all types of development projects under construction, and inspection of stormwater drainage systems for NPDESpliance. Work includes review of engineering calculations, preparation of reports, field evaluation of storm drainage systems, construction and other public works projects. Work is performed under the general direction of the City Engineer and is evaluated by results achieved.Essential Job Functions:
Participate as team member for the review of site plan, subdivision, and other permit application packages, including engineering calculations, to assurepliance with engineering requirements of the City Code. Participates in pre-construction conferences to assure that engineering design standards and specifications are correct and understood. May provide technical assistance to other departments, divisions, outside agencies, applicants, developers, and engineers during the review of development projects. Assists the City Engineer in performing inspections for active developer construction sites within the City forpliance; inspections include silt fence, general site, stormwater system, water distribution, sewer system and paving. Acts as point of contact for developer's contractors for construction site inspections. Assists the City Engineer in managing and preparing annual reports for federal and state mandated programs related to stormwater/environmental issues and ensurepliance with these programs. Assists the City Engineer in conducting annual field inspections and certification of all maintained stormwater facilities. Assists in inventorying and coordinating with GIS to map all city accepted water mains, sewer mains and stormwater facilities. Follows and enforces safe working practices and has a working kledge of safety practices and procedures in accordance with the City's Safety Plan. This position may serve an essential role in the City's disaster preparation and/or disaster recovery efforts, as may be designated by the City's Emergency Manager. Performs other related duties as required and other such work as may be assigned.Minimum Qualifications Kledge, Abilities and Skills:
Thorough kledge of the theory, principles and practices of civil engineering as applied to land development, stormwater management and public works. Thorough kledge of modern methods and techniques as applied to the design of stormwater and drainage projects. Kledge of the City of Lake Mary including streets and geography. Kledge of construction techniques applied to Public Works and Community Development projects. Ability to fairly and impartially interpret and enforce the appropriate City and State codes. Ability to perform engineeringputations and to make rmendations on engineering issues and planning. Ability toanize,municate and presentplex ideas clearly and concisely, both orally and in writing. Ability to prepare cost estimates and review pay applications. Ability to understand and carry out oral and written instructions and maintain accurate records. Must be able to read, write andmunicate in English. Skill in the use of personalputers with various programs for engineering analysis, database management, document preparation, and general information management. Skill in the use of civil engineering instruments and equipment. Ability to establish and maintain effective working relationships with the general public, fellow employees and outside professional associates. Ability to accurately check construction while in progress. Ability to physically perform inspections.Education, Training and Experience:
Graduation from an accredited four-year college or university with a bachelor's degree in civil engineering or related field and three years of engineering experience in public projects including roadway and drainage engineering, underground utilities engineering, environmental engineering, stormwater management land development. Abination of experience and training may qualify an applicant for consideration.Licenses, Certifications or Registrations:
Registration as an Engineering Intern in the State of Florida. Valid Florida driver's license with an acceptable driving record. Must possess or have the ability to obtain certification in ICS 100, 200, 300, 400, 700 and 800 within six (6) months of hiring.Essential Physical Skills:
Acceptable eyesight (with or without correction). Acceptable hearing (with or without hearing aid). Acceptable clarity of speech (with or without reasonable amodation). Ability to access, input and retrieve information from aputer. Ability to view a display screen for extended periods of time. Ability tomunicate both orally and in writing. Ability to access file cabinets for filing and retrieval of data. Ability to climb in and around excavations for inspection purposes. Reading Writing Walking Standing Constant sitting Driving Light lifting and carrying (30 pounds and under).Environmental Conditions:
Work inside in an office environment. Work outside in various weather conditions. Exposure to construction industry related job site hazards; including but not limited to heights, confined spaces, dusty and dirty environments.
