at Department of Transportation in Effingham, Illinois, United States Job Description Essential Functions Ensures that studies and plans prepared within the squad and by consultants are accurate, complete, and in compliance with design standards and specifications, and depict the most cost-effective design for major projects. Provides liaison between the district Bureau of Program Development and consulting engineers on matters pertaining to highly complex transportation facility studies and plans. Motivates, trains, and evaluates subordinate employees. Coordinates the activities of subordinate personnel with other sections within the bureau and consultants to ensure studies and plans are completed in time to meet prescribed letting dates. Performs duties in compliance with departmental safety rules.  Performs all duties in a manner conducive to the fair and equitable treatment of all employees. Performs other duties as assigned. Minimum Qualifications Current registration as a Licensed Professional Engineer in the state of Illinois OR current registration as a Licensed Structural Engineer in the state of Illinois. Four years of experience in civil engineering. Preferred Qualifications Thorough knowledge of the principles and practices of civil engineering. Thorough knowledge of modern methods and techniques as applied to the design, construction, and maintenance of public works. Skill in the design of highways, streets, and structures and in making complete engineering plans and specifications. Ability to supervise the work of other engineers and technicians. Ability to perform difficult technical research and make comprehensive recommendations on engineering problems. Good oral and written communication skills. Conditions of Employment Valid driver’s license. Districtwide travel. Successful completion of a background screening. Certain provisions of the revolving door restrictions contained in 5 ILCS 430/5-45 apply to this position. As a result, the employee should be aware that if offered non-State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non-State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor ( OEIG ) or may be subject to a fine. This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant/employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420/4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
