This position will assist the Assistant Resident Engineer and the Resident Engineer and provide guidance to other project technicians, with contract inspection, project stakeout, and sampling and testing. The primary purpose of the organization unit is to administer contract construction projects in order to provide documentation that all work and materials are in conformance with the contract, plans, and specifications. This includes staffing projects to provide construction stake out, inspection, sampling, and testing. This is an Advanced level technician position staffed to the Resident Engineer's office in Clinton. It serves as Lead Inspector on Design-Build Projects or more complex projects in excess of 20 million dollars. It performs inspection at night or on shift work. It also directly supervises and provides support/coaching for 5 or more lower-level technicians which may include CEI personnel. It is responsible for ensuring there is adequate inspection personnel assigned for all phases of work and that these technicians complete all testing, sampling and documentation as required. It also ensures all traffic control devices are installed and phasing utilized is in accordance to plans and standard drawings. It ensures that BMP's are followed with respect to installation and maintenance of erosion control devices. It ensures that the Contractor follows provisions and commitments within USACE, Division of Water Quality, and all environmental permits. It is responsible for overseeing utility relocations by contract or by others to ensure compliance with plans and specifications. It monitors Contractor's operations to ensure compliance with approved subcontracts and contract DBE requirements. Safety toe shoes are required. The preferred applicant for this position must have experience in inspection of construction of multiple bridges, specialty walls, and/or concrete pavement. Experience in inspection of construction of phased construction under heavy traffic volumes. Experience in inspection of construction of large grading projects with 500,000 cubic yards of borrow / unclassified excavation and/or erodible surfaces of 20 acres or more during the life of the project. Experience in inspection of construction with complex environmental permitting. Thorough knowledge of materials, methods and equipment utilized in highway construction. Ability to read, interpret and explain such items as construction plans, contract provisions, construction staking, specifications, inspection procedures and environmental permits and drawings. Ability to effectively communicate both orally and in writing with subordinates, contractor personnel, Department personnel, other non-DOT agencies and general public. NC 13 $50,088 - $87,654 Management prefers applicants with the following:
  • Experience planning, developing, scheduling, tracking, and completing projects independently or with limited supervision
  • Experience in contract administration and/or contract development.
  • Experience supervision, reviewing daily inspection reports, scheduling project personnel and project field reviews
  • Experience working with project plans, pay item quantities, proposals, estimates, and basic guidelines.
