This posting is for an Engineering Specialist I position in the Salisbury Construction Office. This advanced level position will serve as a senior project roadway/structure inspector and will support higher level engineers in the administration of highway construction contracts. Job duties include monitoring contractor's daily operations and performing and/or reviewing test reports to ensure that all work and materials conform to specifications, plans, and contract documents. Will perform contract administration duties such as pay record entry/review, materials-received reports, certified payroll review, daily diary review, as-constructed plans preparation, and monthly quantity verification prior to estimate payment. Position will resolve daily constructability issues and troubleshoot problems to mitigate delays to project delivery; assist other department personnel and contract staff in utility relocation efforts by inspecting and tracking relocation work; anticipate contractual problems and advise engineering staff of the need for plan revisions, supplemental agreements, or other contract adjustments to improve safety, timely delivery, and/or quality of delivered project; monitor contractor's operations to ensure compliance with subcontract agreements and with the contract requirements; and ensure compliance with NC Sedimentation and Pollution Control Act, and that all work performed in permitted areas is done in accordance with permits. This position may direct and schedule the work of junior technicians in staking out and inspecting every phase of a construction project to ensure it is built according to contract documents in a timely and cost-effective manner. This position will manage all aspects of assigned construction projects with limited supervision from higher level engineers. This position will also be directly involved with leadership, management, counseling, and training of junior technicians, both NCDOT and CEI. The chosen candidate should be able to effectively communicate and coordinate work with contractors, subcontractors, utility owners, and property owners to minimize delays and disturbances while maximizing progress of the projects.

Ability to establish and maintain positive lines of communication between other technicians, engineers, contractors, and the public. Should be able to effectively communicate in a clear, concise, organized, and persuasive manner, both orally and in writing. Ability to make independent decisions using sound engineering judgement. Ability to work safely in an outside environment with exposure to hazards on construction sites including heights, highway traffic, weather extremes, and traversing rough terrain in evaluating highway construction. Must be able to perform moderate physical activity including but not limited to walking, climbing, balancing, kneeling, and standing. Must be able to lift 50 lbs. Experience with iPads/tablets, HiCAMS, and SharePlus/SharePoint is preferred. Advanced working knowledge of mathematical functions is required. Must be able to work nights and/or weekends as required by project workload/staffing with fluctuating hours, if need be on any assigned project within the limits of Division 9; this will include helping with snow/ice removal during winter months. Must apply safety philosophy and program to all operations. The selected applicant will be expected to legally operate a motor vehicle. Safety-toed shoes required. Knowledge Skills and Abilities/Management Preferences Salary Grade and Salary Range:
NC13 $50,088- $87,654 Management prefers applicants with the following: Experience reading and interpreting construction plans, contract provisions, specifications and procedures. Experience planning, developing, scheduling, tracking, and completing projects independently or with limited supervision. Experience applying engineering concepts to solve complex problems. Computer experience, including office software and/or drafting software. Experience in conducting independent, moderately complex surveying. Associate's degree in an applicable area of engineering technology from an appropriately accredited institution and six years of progressive technician experience; or High School or General Educational Development (GED) diploma and eight years of progressive technician experience; or an equivalent combination of education and experience.
