Job Description

The City of Bend is accepting applications for one (1) regular, full-time Project Engineer or Engineering Associate in the Engineering Department. This is a salaried, exempt (overtime in-eligible) non-represented position . The City may use this job posting to create an eligibility list for future hiring purposes. The City of Bend's Engineering team plays a critical role in shaping and maintaining the infrastructure that supports our growing community. This position offers an opportunity to work on meaningful capital improvement and infrastructure projects that improve public safety, mobility, and quality of life for Bend residents. Depending on experience and licensure, the successful candidate may be hired as a Project Engineer or an Engineering Associate, with work assignments aligned accordingly. In this role, you will contribute to the planning, design review, coordination, and delivery of public works projects such as transportation, utilities, and municipal infrastructure. A typical day may include reviewing engineering plans, coordinating with internal teams and consultants, responding to technical questions, tracking project schedules and budgets, and supporting construction or inspection activities. Project Engineers will manage projects more independently, while Engineering Associates will work under the supervision of a licensed engineer and build their professional skill set. This position is ideal for someone motivated by public service and interested in seeing their work have a visible, lasting impact on the community. Classification Framework:
Project Engineer or Engineering Associate The following duties are a sample of major duties performed in this role and not intended to be an exhaustive list. Support the planning, design review, and delivery of public infrastructure and capital improvement projects Review engineering plans and technical documents for compliance with City standards Coordinate with consultants, contractors, inspectors, and internal City staff Track project schedules, scope, and budgets; assist with cost estimates and change management Respond to technical questions and resolve engineering-related issues during design and construction Participate in field visits, inspections, or construction support activities as needed Prepare reports, documentation, and recommendations for project decisions
For Project Engineers:
independently manage moderate-sized projects or components of larger projects
For Engineering Associates:
assist with technical engineering tasks under licensed engineer supervision We're looking for someone who is a strong problem-solver, effective communicator, and highly organized professional who can successfully manage multiple priorities in a dynamic, service-oriented environment. Highly qualified candidates will have working knowledge of civil engineering principles related to municipal infrastructure, applicable codes and standards, and bring skills in interpreting technical documents, coordinating projects, and applying sound engineering judgment. The ideal candidate is someone who can analyze complex information and apply practical, engineering-based solutions while collaborating effectively with both technical and non-technical stakeholders. They are adaptable, eager to learn City standards, processes, and infrastructure systems, and motivated by public service and community impact. They demonstrate a solid understanding of engineering plans, specifications, and technical reports, and bring strong skills in organization, project coordination, documentation, and basic budgeting to support successful project delivery. Minimum Requirements Project Engineer Education:
Bachelor's degree (B.A./B.S.) from a four-year college or university in Civil Engineering or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities as outlined in this job description.
Experience:
4 to 5 years' experience in a similar position and/or performing similar tasks. Certification as a Professional Engineer in the State of Oregon required, or acquire within six months of appointment. Current and valid Driver's license per City policies outlined in the Employee Handbook.
Engineering Associate Education:
Bachelor's degree (B.A./B.S.) from a four-year college or university in Civil Engineering or an equivalent combination of education and experience that provides the required knowledge, skills, and abilities as outlined in this job description. Certification as an Engineer-In-Training required, or acquire within six months of appointment. Current and valid Oregon driver's license per City policies outlined in the Employee Handbook. Desired Attributes Experience with public works or municipal projects Familiarity with City infrastructure or utility systems Experience working with multidisciplinary teams or public agencies
