The mission of Public Works is to enhance the quality of life for the people of Alameda County by providing a safe, well-maintained, and lasting public works infrastructure through accessible, responsive and effective services. Public services provided by the Alameda County Public Works Agency include flood control planning and design, storm water pollution control, transportation planning and design, roadway and flood control maintenance and inspection, and construction and building inspections. The goals of the Agency are to keep roads safe and well maintained, provide the highest level of flood protection, provide service levels that optimize infrastructure life cycles, minimize deferred maintenance, ensure that development and construction adhere to applicable State and County rules, optimize disaster preparedness, response and recover, ensure that the Agency's operations and services minimize negative impacts on the environment, and sustain and advance County and Agency programs through a vital business and administrative support system. THE POSITION
Under direction, to do a variety of difficult field and office professional civil engineering work; to be in charge of difficult design on a project basis; to lead technical and construction staff in the office or serve as a consultant to field staff; to help lead and train lower-level professional staff; and to do related work as required. The classification of Associate Civil Engineer is the advanced journey level in the professional civil engineering series. Assignments may vary from a design unit in the Road, Flood Control, Development Services, and Maintenance and Operations Divisions, to acting as resident engineer on various types of public works construction projects to exercising final review of all civil and structural plans submitted by private builders. This classification is distinguished from the next lower level of Assistant Engineer in that the latter classification is the journey level in the series and is usually assigned only to part of a major project or is responsible for all of a project of average difficulty, while the former classification will usually be responsible for an entire project and, within established administrative limits and time schedules, will plan, organize, and execute the project with a minimum amount of supervision. If Assistant Engineers and Associate Civil Engineers are assigned to the same project, the Associate Civil Engineers are normally in charge and assign and review the work of the Assistant Engineers. This classification is further distinguished from the next higher level of Senior Civil Engineer in that the latter classification has first-line supervisory responsibility. BUILDING INSPECTION DEPARTMENT
(1 Vacancy) - Responsible for review of building plans, engineering calculations, energy reports, and other related documents for conformance with building codes and structural design standards. Advises field inspection and office administrative staff on technical questions. Assist with building permit issuance, as needed. Assist supervisor to write handouts, develop and maintain electronic online permitting system and tools.
DEVELOPMENT ENGINEERING SECTION
(1 Vacancy) - Responsible for the engineering review and approval of private subdivision and development projects; public infrastructure projects; administer permit procedures for grading, road, utilities, flood, water course, wells, move and parking; and provides operational coordination between outside agencies, engineers, owners, developers and other in-house Departments within Public Works Agency.
FLOOD CONTROL WATERSHED PLANNING
(1 Vacancy) - Responsible for performing advanced journey-level professional engineering work involving complex flood control drainage studies, including the evaluation of deficiencies in channels, culverts, levees, and pump stations. The position requires a high degree of technical independence and the application of sound engineering judgment and current design standards. Incumbents plan, organize, and deliver flood control drainage studies and technical analyses with minimal supervision, often serving as technical leads and providing technical direction and review of work performed by Assistant Engineers, technicians, and consultants, without first-line supervisory responsibility.
ROAD DESIGN
(1 Vacancy) - Responsible for performing complex engineering work related to the design and delivery of roadway and transportation improvement projects. Incumbents prepare plans, specifications, and cost estimates for projects involving roadway geometry, complete streets elements, pavement rehabilitation, drainage integration, intersections, traffic control, and multimodal facilities, exercising a high degree of technical independence and applying sound engineering judgment and current design standards, codes, and practices, including Caltrans standards and County policies. The Associate Civil Engineer plans, organizes, and completes full project designs within established policies, schedules, and budgets with minimal supervision, often serving as a technical lead and providing technical direction and review of work performed by Assistant Engineers, technicians, and consultants, without first-line supervisory or administrative responsibility.
IDEAL CANDIDATE
In addition to meeting the minimum qualifications, the ideal candidates for the Associate Civil Engineer in the Development Engineering, Road Design, Flood Control Design, and Building Inspection Department should be able to demonstrate proficiency in some of following key areas, depending on the specific vacancy: Strong knowledge of public agency standards and guidelines, as well as municipal, environmental and other applicable regulations and ordinances, with the ability to research and interpret local, state and federal requirements. Skill in collecting, organizing, interpreting, and maintaining project-related information while managing multiple concurrent reviews and meeting deadlines. Ability to develop and implement project costs and schedules aligned with current markets and industry standards. Strong interpersonal and communication skills to effectively collaborate one-on-one and in groups, in person, virtually, and by phone, with engineering staff, consultants, public works departments, developers, and the public. Proficiency with engineering software and technologies, including Autodesk Civil 3D, with experience in design and analysis, and a commitment to staying current with industry trends. Experience in planning and designing public works Capital Improvement Programs (CIP) projects, such as roadway, pedestrian, bicycle, and bridge improvements. Experience in design and management of flood control CIP projects, including open channels, underground culverts, floodwalls, and levee improvements. Experience in preparing reports, technical documents, and grant applications, and coordinating with stakeholders, partner agencies, and the public. Experience with building plan review, inspection, and/or design in accordance with California Building Standards Code, ADA provisions, and structural requirements such as ASCE7.
MINIMUM QUALIFICATIONS
TO
QUALIFY FOR THE COMPETITIVE ASSESSMENT PROCESS, YOU MUST MEET THE MINIMUM REQUIREMENTS BY FULFILLING ONE OF THE PATTERNS LISTED BELOW
(I-II).
Education:
 Possession of a bachelor's degree in civil engineering from an accredited college or university. AND
EITHER I Experience:
 The equivalent of one (1) year of full-time experience in the classification of Assistant Engineer in the Alameda County classified service. OR II The equivalent of three (3) years of full-time, progressively responsible professional civil engineering experience. AND Possession of a valid License as a Professional Engineer by the California Board for Professional Engineers, Land Surveyors, and Geologists. Possession of a valid California Motor Vehicle Operator's license.

KNOWLEDGE AND SKILLS
The most suitably qualified candidates will possess the following competencies:
Knowledge of:
Principles and practices of civil engineering. Mathematics as applied to civil engineering. Strengths, properties, and use of engineering materials. Hydrology and hydraulic design. Traffic engineering analysis and design. Administering public works construction contracts. Surveying and its application to construction. Common methods of describing real property. Various methods of communication, including report writing, oral and graphic presentation. Computers and associated software, including Autodesk Civil 3D Design. Ability to: Perform design work on engineering projects of major difficulty. Write concise technical reports and correspondence to outside public agencies and private citizens. Communicate verbally with staff, outside public agencies, and private citizens in a professional and effective manner. Assign and review the work of Assistant and Junior Engineers and train them in engineering practices. Use current Autodesk Civil 3D Design Software. Ability to learn new computer software for civil engineering. Secure adherence to plans and specifications on the part of contractors. Make oral presentations internally and to the public. Establish and maintain effective working relationships.
EXAMINATION COMPONENTS THE EXAMINATION WILL CONSIST OF THE FOLLOWING STEPS
A review of applicants' application and supplemental questionnaire to verify possession of minimum requirements. Those candidates who possess the minimum requirements for the class will move on to the next step in the examination process. An oral examination which will be weighted as 100% of the candidates' final examination score. The oral examination may be administered virtually and may contain situational exercises.
