Job Description
The Public Works Civil Engineer performs responsible administrative and technical work to assist with the planning, design, inspection, and cost estimates of a variety of engineering projects. Projects are dependent on assigned department and may include but are not limited to bike lanes and trails systems, roadways, bridge maintenance, sidewalks, erosion and sediment, stormwater, water systems, natural gas systems, sanitary systems, survey and CAD operations. Performs work under the supervision of and reports to the Assistant City Engineer. This position may be eligible for a hybrid ( partial telework ) schedule of up to one (1) telework day per week following successful completion of the probationary period; however, this is not a fully remote position and regular in-person attendance for meetings, trainings, and operational needs is required. The preferred hiring amount for this position is between $ 70,360.84 - $88,137.29 Annually. Starting offer is based on applicable education, experience, and internal equity. Defined Benefit Pension Plan:
Provides a monthly benefit upon retirement, calculated using a defined formula based on earnings history, years of service, and age. The plan includes a 5-year vesting period and requires an employee contribution of 5% of salary. Defined Contribution 401a Plan:
Employer makes fixed contributions to an individual account, which are invested, and returns are credited to the account. The account balance is used to provide retirement benefits. Vesting occurs at 33% after one year, 67% after two years, and 100% after three years of service. No salary contribution is required. Assists with plan reviews, engineering design, cost estimates, and project development for neighborhood capital improvement projects, drainage, construction management, field inspections and maintenance of a variety of City-wide projects. Reviews private and public development plans to confirm accuracy and ensure compliance with state and local regulations. Assists with providing plan and/or plat review comments and recommendations. Visits project sites, visually inspecting and documenting work, to ensure safety and compliance with all specifications, plans and regulations. Provides research, analysis, documentation, recommendation, and reports for planning and management of projects. Works with stakeholders to identify noncompliance or deficiency areas and works to remediate identified problems and concerns, ensuring safety and adherence to regulations, codes, laws etc. Assists in providing timely and effective communication to appropriate parties and/or other departments, on projects issues that may impact services or infrastructure, or may result in potential disruptions of services. Effectively addresses concerns or questions from residents, businesses, other departments, and others on related projects. Completes required ongoing and annual trainings in accordance with Federal, State, and local laws, regulations, and SOPs. Attends applicable meetings representing the department, as needed. Subject to being called back to work to the City in emergencies or as needed to provide necessary services to the public. Must have the ability to be contacted and respond based on Departmental guidelines. Responsible for appropriate use and maintenance of City equipment, tools and other resources, including work time. Candidates may qualify by demonstrating the required knowledge and skills outlined for the job through experience(s) other than formal education. Bachelor's degree from an ABET accredited school in engineering, environmental science, or related field. OR Associate degree in engineering, environmental science, or related field AND 2 years professional engineering work experience. OR An equivalent combination of education and experience may be considered in lieu of the specific requirements listed above. Certifications/Licenses/Other Requirements:
Must obtain and maintain a valid Virginia Driver's License and acceptable driving record according to City criteria. Required to successfully pass a pre-employment background check and pre-employment drug screen. Virginia Erosion and Sediment Plan Reviewer certification is required within the first year of employment. Preferred:
Virginia Engineer-in-training (EIT) certificate. Virginia Department of Environmental Quality Plan Reviewer training for Erosion and Sediment Control, Stormwater Management and Floodplain training. Knowledge, Skills, Abilities and Other Characteristics:
Job Knowledge General knowledge of principles and practices of civil engineering. General knowledge of design standards and industry construction standards. General knowledge of state and local ordinances and regulations related to engineering, land use, construction development, resiliency and inspections. General knowledge of hydrology and hydraulics and their application for development projects. General knowledge of GIS mapping, GPS, AutoCAD, Pond Pack, Microsoft Office and/or other technologies needed to manage projects. Basic knowledge of contract administration principles. Ability to organize and develop clear and concise complex written materials such as plan and design of complex projects and documents including idea/inception, research, specifications, drawings, development, contracts, monitoring to conclusion all which require extensive reporting responsibilities. Ability to apply fundamental concepts and calculate complex construction cost estimates, cost reports, and develop/monitor budget for projects. Completes standard engineering computations and project designs. Communication Skills Intermediate:

Typically requires use of standard office equipment and telephone, and related software and hardware; and any other equipment as appropriate or as assigned. Engineering design equipment needed to perform the essential duties. Work Environment:
Work is performed in an office environment where there may be exposure to computer screen for extended periods of time, monitor glare and dust. When conducting field visits, may be exposed to adverse weather conditions, fumes, airborne particles, mechanical parts, electrical currents, vibration, high or precarious places, inadequate lighting, and near the operation of heavy equipment. Expected to use appropriate protective equipment for the assigned task (hard hat, safety vest, steel-toe shoes, etc.); and any other equipment as apparent or assigned. The noise level is typically moderate but may be loud when conducting site visits.
