Under general direction, to be in charge of a major engineering, construction, maintenance, or related activity; to help plan major engineering projects and to supervise the work of professional and sub-professional engineering personnel; and to do related work as required. Senior Civil Engineers have a continuing responsibility for the quality and quantity of the work of a unit, as well as other supervisory duties, as distinguished from the next lower level, Associate Civil Engineers, who generally have responsibility for projects. The unit under a Senior Civil Engineer is relatively homogeneous, whereas higher-level supervisors, such as Principal Civil Engineers, are responsible for several such units, covering a variety of functions. In addition to meeting the minimum qualifications, the ideal candidate for the Senior Civil Engineer in Flood Control Watershed Planning Section will possess: Demonstrated experience in managing professional engineering staff and consultants, including oversight of complex watershed or flood control projects. In-depth knowledge of hydrology, hydraulics and related engineering principles and practices. Strong understanding of FEMA floodplain mapping, environmental and water quality regulations. Proven analytical and problem-solving skills for conducting comprehensive flood risk and watershed assessments. Proficiency with GIS and remote sensing tools for watershed modeling and spatial analysis. Ability to effectively collaborate with government agencies, environmental regulatory agencies and the public. VACANCY The current vacancy is within the Flood Control Watershed Planning Section. However, the eligible list resulting from this recruitment may be used to fill any vacancy in this classification.FLOOD CONTROL WATERSHED PLANNING SECTION
The Watershed Planning Section of the Alameda County Flood Control and Water Conservation District plays a vital role in understanding and managing the region's complex hydrologic systems. The Section evaluates how rainfall, runoff, and land use changes influence flood risks across entire watersheds, developing long-term strategies to manage stormwater, protect communities, and preserve natural floodplains. This work emphasizes a balanced approach to reducing flood risks while promoting environmental stewardship, meeting regulatory requirements, and addressing community needs. Engineers in the Section develop detailed watershed models to identify areas vulnerable to flooding and to propose multi-benefit solutions. These may include enhancements to flood control channels, underground culverts, pump stations, detention basins, natural creeks, and green infrastructure. When facilities are found to be inadequate, the Section prepares preliminary engineering alternatives to increase capacity and improve system resilience. As sea level rise continues to pose new challenges, evaluating flood hazards at riverine outfalls to the San Francisco Bay has become an essential part of the district's planning and infrastructure assessment. In addition to its planning and engineering functions, the Section also manages the Public Works Agency's Geographic Information System (GIS), providing vital spatial data and analysis to support informed decision-making across programs and projects.MINIMUM QUALIFICATIONS
TOQUALIFY FOR THE COMPETITIVE ASSESSMENT PROCESS, YOU MUST MEET THE MINIMUM REQUIREMENTS BY FULFILLING ONE OF THE PATTERNS LISTED BELOW

LICENSE, & CLASS C LICENSE.EITHER I
Experience:
The equivalent of one (1) year of experience in the classification of Associate Civil Engineer, or in an equivalent or higher engineering classification in the Alameda County classified service. OR IIEducation:
Possession of a bachelor's degree from an accredited college or university with a major in civil engineering. ANDExperience:
The equivalent of two (2) years of professional engineering experience subsequent to becoming a Licensed Professional Engineer. OR The equivalent of four (4) years of progressively responsible, full-time professional civil engineering experience, at least two (2) years of which were in a supervisory or administrative capacity.Certificate and License:
Possession of a valid License as a Professional Engineer issued by the California Board for Professional Engineers, Land Surveyors, and Geologists. Possession and maintenance of a valid Class C California State Motor Vehicle Operator's license.NOTE:
