Job Description
Summary:
Project Engineer responsible for contract administration, construction oversight, quality assurance, technical submittal review, and project status management for assigned Resident Office projects. Job Requirements Minimum of 5 years of experience performing duties consistent with project engineering and contract administration for construction projects Experience administering assigned contracts and performing routine project engineering tasks independently Experience participating in all phases of the contract modification process Experience reviewing construction plans, specifications, and design criteria Experience developing and implementing Quality Assurance Plans in accordance with applicable regulations Experience supporting construction oversight activities related to quality, safety, scheduling, and coordination Experience reviewing contractor plans and technical submittals, including progress schedules, environmental plans, safety programs, quality control programs, certifications, and shop drawings Experience preparing scopes of work for Requests for Proposal (RFPs) Experience assisting with government estimates and reviewing contractor proposals Experience preparing correspondence related to contractor performance, Requests for Information (RFIs), disputes, and claims Experience preparing partial and final payment estimates, including quantity measurement, materials-on-hand verification, and lump sum completion tracking Experience updating project records and milestone status in RMS or similar project management systems Preferred Skills Experience working with Resident Office construction contracts Experience coordinating with customer representatives, cost sharing partners, and project managers Experience conducting pre-work meetings, preparatory phase meetings, coordination meetings, and safety meetings Experience identifying deficiencies, differing site conditions, and user-requested changes to plans or specifications Experience providing lessons learned feedback to design teams Experience supporting onsite Quality Assurance Representatives during active construction Experience monitoring contractor progress and identifying schedule slippage or delay risks Experience reviewing and evaluating contractor dispute and claim requests Job Responsibilities Serve as Project Engineer on assigned contracts administered by the Resident Office Perform routine project engineering tasks independently and elevate complex issues to a supervisor Participate in all phases of the contract modification process Consult with customer representatives, cost sharing partners, and project managers regarding project progress, issues, and potential delays Arrange and conduct pre-work meetings Attend and participate in coordination meetings, preparatory phase meetings, and safety meetings Study plans and specifications to understand construction requirements and design criteria Recommend changes to plans or specifications for deficiencies, differing site conditions, and user requests Provide lessons learned comments to designers Prepare scopes of work for RFPs, assist in development of government estimates, and review contractor proposals Develop Quality Assurance Plans and ensure implementation in accordance with regulations Support onsite Quality Assurance Representative activities for construction quality, safety, and coordination Perform periodic checks of contractor work for compliance with plans, specifications, contracts, and construction requirements Monitor progress of construction activities and advise the Resident Engineer of potential schedule slippage or delays Update assigned project status in RMS, including milestone events and potential problems Review contractor plans and technical submittals, including schedules, environmental documents, safety plans, quality control programs, certifications, and shop drawings Prepare correspondence related to contractor performance, RFIs, and technical issues Assist in review of contractor disputes and claims and provide recommendations for resolution Prepare partial and final payment estimates, including measurement of pay quantities, verification of materials on hand, and percentage complete calculations for lump sum itemsPay Details:
