Job Title:
Project Engineer Job Description The Project Engineer provides comprehensive project controls support to program and project leadership across planning and scheduling, cost management, estimating, and change management. This role develops, maintains, and updates project schedules, tracks budgets and financial performance, supports risk management activities, and prepares clear reports and dashboards that communicate project status and key performance indicators. The Project Engineer collaborates closely with project teams to accurately document project plans, monitor progress, and help ensure projects are delivered on time and within budget, while maintaining a professional demeanor in all interactions. Responsibilities Provide project controls support to project and program teams across planning and scheduling, cost, estimating, and change management activities. Assist in the development and maintenance of detailed project schedules, ensuring accurate timelines, logical sequencing of activities, and appropriate resource allocation. Support program and project leadership by collecting progress and performance updates and updating schedules to reflect actual progress, changes, and approved modifications. Track and monitor project budgets, expenses, and financial forecasts for assigned programs and projects, ensuring alignment with approved cost baselines. Prepare cost reports and financial analyses that clearly communicate project financial status, variances, and trends. Help identify project risks and support the development of mitigation strategies in collaboration with project leadership and stakeholders. Maintain and regularly update risk registers, ensuring that risks, mitigation plans, and status changes are documented and communicated in a timely manner. Create and distribute project status reports and performance dashboards to program and project leadership, highlighting schedule, cost, and risk performance. Support the development and refinement of project metrics and Key Performance Indicators (KPIs) to track progress and performance against project objectives. Document and capture the project plan developed by program and project leadership, ensuring that scope, schedule, cost, and key assumptions are clearly recorded. Execute the core tasks and responsibilities of the role with minimal supervision, demonstrating accountability and attention to detail. Based on assigned projects, perform detailed quantity surveys using on-screen takeoff tools to support estimating and cost planning. Contribute to the preparation and writing of basis of estimate documents to clearly explain estimating methodologies, assumptions, and data sources. Collaborate with team members across multiple construction and project disciplines to gather information, validate data, and support integrated project planning. Maintain a professional demeanor and behavior at all times in all forms of communication, both written and verbal. Perform other related duties as assigned by leadership to support successful project delivery. Essential Skills Bachelor's degree in engineering. Typically 3 or more years of experience in engineering, project management, or a related industry. Experience utilizing industry-recognized best practices in at least one of the following areas: planning and scheduling, cost management, estimating, or change management and trends. Basic understanding of engineering documents and the ability to derive quantities from them. Experience using project management software applications. Basic proficiency with Microsoft Word and Microsoft Excel. Ability to execute core tasks and responsibilities with minimal supervision. Strong analytical skills for tracking budgets, expenses, and financial forecasts. Ability to prepare cost reports and financial analyses. Capability to develop, maintain, and update project schedules based on progress and changes. Strong written and verbal communication skills for preparing reports, dashboards, and project documentation. Professional demeanor in all forms of communication. Additional Skills & Qualifications Advanced software skills using on-screen takeoff and estimating tools. Experience performing detailed quantity surveys using digital takeoff tools. Experience writing basis of estimate documents to support project cost and scope definition. Knowledge of several construction and project disciplines and how they interact within a project lifecycle. Experience supporting the development of project metrics and Key Performance Indicators (KPIs). Familiarity with maintaining risk registers and supporting risk mitigation planning. Ability to support change management and trend analysis across projects. Strong organizational skills and attention to detail when managing multiple tasks and deadlines. Work Environment This position operates in an on-site office environment, working closely with project and program leadership as well as cross-functional project teams. The role involves frequent use of project management software, Microsoft Word and Excel, and on-screen takeoff and estimating tools. Work is primarily computer-based and collaborative, with regular meetings to review schedules, costs, risks, and project performance. The environment supports professional communication and teamwork, and the standard office setting allows for focused analytical work and interaction with various construction and project disciplines. Job Type & Location This is a Contract position based out of Oak Ridge, TN. Pay and Benefits The pay range for this position is $40.00 - $80.00/hr.
