ESSENTIAL DUTIES AND RESPONSIBILITIES
Supervisory Responsibilities:
Reviewing inspector reports for daily progress and as-built quantities and maintaining the same on the Project's office construction contract plans Tracking and processing all submittals including all shop drawing submittals, Requests For Information (RFIs), correspondence Maintaining the office records Maintaining the Project document control, including processing/handling of all incoming and outgoing correspondence and the maintenance of the project files Developing the Project Contractor payment estimates Reviewing construction material submittals such as questionnaires, certifications and delivery slips Performing quality assurance oversight of items of work in progress Ensuring that the project is constructed in accordance with the approved construction contract plans, schedule, and specifications and documenting these activities accordingly Coordinate cost controls, schedule reviews, material inspections and safety inspections Managing the planning and design stages of construction projects. Contributing technical expertise to project drawings and designs. Preparing work schedules in collaboration with the project manager. Liaising between contractors, subcontractors, vendors, and suppliers. Overseeing construction engineering processes. Performing regular tests on materials and procedures to ensure compliance with industry regulations. Ensuring that the construction project is completed on time and within budget. Documenting processes and keeping detailed construction logs. Presenting construction project progress updates to clients and senior managers.
Position Responsibilities:
Actively participate in all pre-construction meetings, site visits and evaluates existing conditions with respect to contract requirements and prepare minutes and /or comprehensive reports on job related meetings Advise Engineer-In-Charge of deficiencies, inconsistencies or conflicts in the plans and/or specifications. Compile available information on existing site conditions (i.e. taps, services, utility as-built, etc.). Receive, review and forward pre-construction engineering reports as necessary. Meet regularly with the contractor to identify and resolve project related issues, including interpretation of contract requirements. Review and evaluate contractor's proposed progress schedule, monitors contractor's conformance to the schedule; recommends corrective action and requires a revised schedule should a deviation occur. Supervise and/or perform construction inspection operations to secure compliance with contract requirements. Participates in substantial completion and prior inspections, prepares and ensures completion of final punch list and recommends acceptance of the work. Monitor performance and recommends, if necessary, the institution of partial or complete default actions. Supervise and control the taking of all measurements, surveys, photographs and television inspections. Take action to prevent or immediately correct hazardous or potentially hazardous conditions which may endanger the health or safety of the public and/or workers. Maintain a daily dairy and other applicable Standard Records for all project- related activities or ensure the project staff completes them accurately. Initiate the preparation of field memorandums, letters, accident reports, community inquires, complains and keep a log of all incoming and outgoing correspondence. Prepare and process all necessary payment documents and certify the quantities and prepare payment packages within the five-day target period. Compile all necessary Overrun and Change Order documentations; submit paperwork within the time frames in the Change Order. Track all required approvals and notify Engineer-In-Charge of any undue delays. Prepare and compile all necessary contractor/subcontractor performance evaluation documentation; signs and submits the performance evaluations within agency time frames. Maintains contract files in a thorough and organized manner. Ensures current permits are maintained on site and that the site adheres to permit conditions. Analyze delays associated with Time Extension requests, recommends approval or assessment of liquidated damages and prepares necessary documentation. Maintain communication with supervisors reporting status of work, unanticipated conditions, possible problems, potential overruns or change orders, and cases of disputes or non-compliance by contractor. Research, compile pertinent information, and request additional information, or interpretation and clarification from supervisors when questions arise. Perform physical investigations or surveys and prepare reports or plans of findings for possible contract modifications as requested. Prepare detailed reports regarding property damage claims and other liability claims, and appear at meetings and legal proceedings when necessary. Create proposals for design modifications to overcome interference problems and unforeseen conditions. Document contractor's non-compliance by Field Orders and/or letters and follow-up to achieve compliance. Perform preliminary review of Change Order validity and make recommendations to Engineer-In-Charge. Ensure completion of daily site patrols and/ or perform them when necessary. Complete all required project closeout tasks within required time frame. All other duties as assigned.
QUALIFICATIONS
Ability to become thoroughly familiar with contract requirements, site conditions, and special provisions including all relevant standards, requirements and stipulations. Understanding of the agency's policies, procedures, and Infrastructure's Standard Construction Operating Procedures (SCOP's). Knowledge of the Construction Industry preferred Strong knowledge of business and management principles involved in resource allocation and the coordination of people and resources. Extremely organized and detailed oriented, with the ability to maintain accuracy while handling multiple requests in a growing company environment. Proficiency in Site Manager, AutoCAD, and other project management software. Knowledge of Microsoft Office.
EDUCATION AND/OR EXPERIENCE
Bachelor's degree (B. S., or B.A.) in Engineering and a minimum of five (5) years of experience with construction and management on industrial warehouse construction projects.
