Senior U.S. Force Structure & Capability Analysis
Overview:
Aether Aerospace is seeking experienced Functional Area Analysts to support our Office of the Secretary of War (OSW) Cost Assessment and Program Evaluation (CAPE) customer within the Joint Data Support (JDS) organization. These positions support strategic analysis, future force planning, capability development, and senior leader decision-making efforts across the Department of War. This position will require on-site/in-person support at the Mark Center Building in Alexandria, VA.Roles/Responsibilities:
Provide subject matter expertise and analytic support related to U.S. military force structure, readiness, deployment activities, and future capability development across Air, Land, Sea, Space, Cyber, and Special Operations domains. Support the collection, extraction, transformation, validation, and maintenance of current and future U.S. force structure and capability data at the UNCLASSIFIED, SECRET, andTOP SECRET
levels. Develop, maintain, and enhance databases supporting force structure, deployment, operational readiness, equipment inventories, procurement, and capability analysis efforts. Collaborate with Department of Defense stakeholders, data providers, and mission partners to acquire, verify, and refine complex datasets supporting strategic analysis and future force planning initiatives. Analyze and document data quality, constraints, classifications, and transformation methodologies to ensure consistency, traceability, and data integrity. Develop and maintain repeatable data transformation processes, automated workflows, and standardized analytic products to support studies, simulations, modeling, and decision-making activities. Create and tailor datasets for use in advanced analytic methodologies including modeling and simulation, machine learning, artificial intelligence, and statistical analysis efforts. Provide operational and capability readiness analysis support for studies, rapid assessments, strategic planning initiatives, and senior leader decision-support activities. Support the development of business rules, metadata documentation, and data governance processes associated with Joint Data Support (JDS) products and services. Deliver technical reports, briefings, presentations, and study support materials in support of Department-level studies, strategic reviews, and future force planning efforts. Support customer engagement activities by responding to data requests, coordinating with stakeholders, and ensuring timely delivery of analytic products and recommendations. Assist with ad hoc analytical and technical taskings related to force posture analysis, operational readiness, and capability development initiatives.Required Qualifications:
Candidate must possess an ActiveTOP SECRET
clearance with SCI Eligibility Candidate must possess a minimum of a bachelor's degree. A minimum of ten (10) yearsof experience in at least two (2) of the following areas: Military or operations research-related field (e.g., U.S. current military operations, munitions, readiness, and deployment routines covering air/space, ground, special operations, and maritime domains). The DoW Planning, Programming, Budgeting, and Execution (PPBE) DOW process. Force and capability development within the Joint Capabilities Integration and Development System (JCIDS) or equivalent DoW frameworks. A minimum of ten (10) years of experience working with DoW stakeholders to collect, maintain, and refine complex datasets (e.g., force structure modeling, operation readiness, and global logistics data). A minimum of three (3) years of demonstrated ability leading DoW analytic and/or operations research teams focused on force structure planning, capability gap assessment, or force posture analysis as a Team Lead. A minimum of 10 years, possessing adeptness in interfacing clients regarding data-driven policy decisions, requirements generation, and strategic planning, as well as demonstrated expertise in using Structured Query Language (SQL)to manage and query logistics and force inventories, personnel readiness databases, and intelligence reports.
