MacKay is seeking a full-time Construction Project Engineer (CPE) for highway and bridge projects at Two Trout Creek near Forks, WA. The CPE will be responsible for ensuring delivery of the day-to-day project engineering and project management services for the duration of their project. The CPE shall work closely and cooperatively with our clients and the construction contractors. The CPE may also be required to work closely with cooperating agencies, resource agencies, landowners, and other construction project stakeholders.
Key Responsibilities:
Contract Management:
Prepare contract modifications, develop Independent Government Estimates (IGE), perform technical analyses of contractor proposals, and provide guidance during negotiations. Schedule & Submittals:
Review schedules for reasonableness; establish systems to track and approve submittals (e.g., Traffic Control Plans, SWPPP, QA/QC Plans) to prevent project delays. Quality Assurance (QA): Verify and document that work conforms to plans through daily inspections, witnessing material sampling/testing, and performing statistical analysis of results using software like QL-Pay. Environmental & Safety Oversight:
Provide construction oversight for environmental mitigation (wetlands, endangered species, hazardous materials) and ensure contractor compliance with safety and labor laws. Meeting Facilitation:
Lead pre-construction conferences, weekly progress meetings, and partnering sessions; prepare and distribute professional minutes and project newsletters. Project Closeout:
Conduct final inspections, manage punch list corrections, and prepare Contractor Performance Assessment Reports (CPARS). Work Conditions:
Shift times may vary depending on the current project need. The CPE must be available for off-duty emergencies on site. Extensive standing, walking, climbing, bending, lifting and carrying up to 60lbs may be required. On-site work may need to be performed in various weather conditions and terrain. Travel to project locations in multiple states including Washington, Oregon, Idaho, Wyoming and Montana will be required. Travel and lodging reimbursement will be provided in accordance with applicable Government Travel Regulations. Qualifications:
Bachelor of Science in Civil Engineering or Construction Management, plus 5 years of on-site project engineer or project manager experience OR 10 years of progressive experience in highway/bridge construction projects. Experience working with contractors, agencies, and regulators. Familiarity with MUTCD, AASHTO, and ADA standards. Current driver's license and ability to be insured to drive company vehicles. Preferred Qualifications:
Licensed Professional Engineer (PE) with a Civil Engineering background. Progressive experience in highway/bridge construction projects Why Join MacKay? Salaries are based on candidate experience and qualifications, as well as various market and business considerations.
