Job Description

The County of Riverside seeks candidates to fill positions throughout Riverside County. A list of eligible candidates will be established to fill current and future vacancies.
Engineering Technician I :
$55,747.08 - $87,563.53
Annually Engineering Technician II :
$69,366.20 - $97,342.55 Annually Individuals with Public Works experience with International Conference of Building codes (ICBO), California State water quality requirements and National Pollutant Discharge Elimination System (NPDES) are encouraged to apply! The Riverside County Department of Waste Resources has an opening for a Technician I or Technician II at the Badlands Sanitary Landfill located in Moreno Valley. The Engineering Technician will support landfill operations by performing field inspections at active and closed landfill sites to ensure compliance with state, local, and regulatory requirements. Responsibilities include construction inspection of public works projects for adherence to plans, specifications, and County standards, and assisting engineering staff with preparing plans and cost estimates. The role requires performing calculations for soil volumes, disposal capacity and site life using CADD mapping software (MicroStation, Civil 3D, Auto
CAD, GIS
). Candidates will be required to use Microsoft Outlook, Teams, Word, Excel, PowerPoint and Projects. Additional field work includes sub-professional land surveying, setting construction stakes with Trimble GPS equipment, inspecting drainage systems for compliance with National Pollutant Discharge Elimination System (NPDES) requirements and preparing daily construction reports. Office duties involve drafting maps and drawings for topography, alignments and cross-sections using CADD programs. Competitive candidates will possess job-related sub-professional civil / environmental / construction experience, exceeding five years within the last six years, in such areas as drafting with MicroStation/Inroads, AutoCAD/AutoDesk and/or Civil 3D. The selected candidate will perform office/field work at the Badlands Sanitary Landfill field office and will be required to drive to various locations throughout Riverside County. Meet the Team! The Department of Waste Resources serves the County's solid waste disposal needs by providing for efficient and effective landfilling of County non-hazardous waste, protecting the environment, and promoting recycling in order to ensure a safe and healthy community for current and future generations.
ENGINEERING
  • Learn to perform subprofessional land surveying using GPS and setting grade stakes.
  • Perform public works construction inspection including taking photographs, creating daily reports of the day's activities, obtaining and documenting wind speeds using a approved Anemometer (Wind meter), collection of truck delivery tickets and material shipping manifests.
  • Perform Closed Site Inspections (CSI's) at various closed sites throughout the county. Have the ability to document current site conditions making sure to be detailed and objective. Stating all findings and recommendations in a clear and factual manner. Provide photo evidence to support findings.
  • Tabulate and plot field survey data and to read, interpret and prepare contour and land maps; index and file records.
  • Make topographic, cross-sectional and profile drawings and maps using manual or computer aided techniques; prepare preliminary construction drawings; index and file maps, drawings and other engineering records.
  • Take and prepare field samples for laboratory analysis of a variety of soils, aggregates, concrete mixes, and other materials being used for construction projects.
  • Make traffic counts, census surveys and sign inspections, including collecting and recording data and making diagrams of intersections and accident scenes; collect materials samples, and make and keep notes and records of routine laboratory tests such as relative compaction, sand equivalent, specific gravity, grading analysis, and environmental analysis.
WASTE DISPOSAL
  • Assist in preparing technical reports on solid waste landfill sites, including availability of cover material, capacity analysis, effects of run-off, access, and ecological impact.
  • Assist site engineer in survey support of daily landfill construction.
  • Assist in construction inspections for public works construction projects.
  • Perform protective cover soil inspection while placement is occurring on and adjacent to flexible membrane liner systems (FML).
  • Participate in the sampling, inspections, monitoring, and construction of gas collection systems, including flare stations and gas-to-energy systems, and ground/surface water monitoring systems at landfill sites; participate in air quality sampling.
  • Perform Landfill Tarp tracking and inspection at the open sites within the County of Riverside.
Engineering Technician I :
$55,747.08 - $87,563.53 Annually
OPTION I
Experience:
Two years of sub-professional civil engineering experience. (Completion of college level courses from an accredited college or university in civil engineering or closely related subjects to the assignment such as land surveying, soils erosion, soils testing, blueprint reading, mathematics, computer graphics, or hydrology may substitute for the required experience on the basis of 12 semester or 18 quarter units equaling one year of the required full-time experience.)
OPTION II
Certificate:
Valid Certificate of Registration as an Engineering Trainee issued by the California State Board of Registration for Professional Engineers may substitute for two years of sub-professional engineering experience. In Addition to Option I and II Knowledge Of Elementary algebra, geometry and trigonometry as they apply to engineering; manual and automated drafting techniques; survey principles and methods; the principles and methods of materials testing, hydrography and traffic control. Ability To Make accurate engineering computations; follow oral and written directions; prepare clear and accurate diagrams and drawings from field notes and rough sketches; make a variety of soils and materials tests; perform survey field work, tabulate and analyze data and prepare reports; learn techniques of manual and automated drafting; maintain effective working relations with others.
Engineering Technician II :
$69,366.20 - $97,342.55 Annually
OPTION I
Experience:
Three years of sub-professional civil engineering experience. (Completion of college level courses from an accredited college or university in civil engineering or closely related subjects to the assignment such as land surveying, soils erosion, soils testing, blueprint reading, mathematics, computer graphics, or hydrology may substitute for up to two years of the required experience on the basis of 12 semester or 18 quarter units equaling one year of the required full-time experience.)
OPTION II
Education:
Graduation from an accredited college or university with a bachelor's degree in surveying engineering or civil engineering.
OPTION III
Experience:
Three years of sub-professional civil engineering experience. (A valid Certificate of Registration as an Engineer-in-Training or Surveyor-in-Training issued by the California State Board of Registration for Professional Engineers may substitute for two years of the required sub-professional engineering experience.) In Addition to Option I, II and III Knowledge Of Mathematics including algebra, geometry and trigonometry; the basic practices of engineering design and construction, traffic control and land surveying; manual and automated drafting techniques; field and office procedures relating to hydrography; procedures related to construction inspection. Ability To Read and interpret legal descriptions, engineering drawings, survey notes, and tract descriptions; assist in the preparation of designs, plans, estimates, reports, and specifications; collect and analyze traffic, transportation, hydrologic, and other data and prepare reports, interpretations and recommendations; compile and enter data into computer system for computer aided mapping; perform survey field work, inspect public works projects and subdivision tracts; maintain effective relations with others.
ALL POSITIONS
License :
Possession of a valid California Driver's License. The selected candidate will perform office/field work at the Moreno Valley and Badlands Landfill sites and will be required to drive to various locations throughout Riverside County including the Coachella Valley area.
Physical Requirements:
The Engineering Technician will be required to work outdoors with exposure to inclement weather conditions, smells, animals and insects.
