DEFINITION
Under general supervision, performs routine to complex work involving installation, troubleshooting, maintenance, and repair of industrial electrical motor controls and electrical equipment, instrumentation, analyzers, Supervisory Control and Data Acquisition (SCADA) systems, and related equipment used in wastewater pump stations and transport systems; performs preventive, predictive, and corrective electrical maintenance, installations and repair of circuits, and motors for use in waste water collection systems; and performs related work as required.
SUPERVISION RECEIVED AND EXERCISED
Receives general supervision from the Wastewater Maintenance Supervisor and/or Wastewater Maintenance Manager. Provides technical and functional direction and training to less experienced maintenance support staff.
CLASS CHARACTERISTICS
This is a journey-level and highly specialized classification that performs industrial electrical and control systems work to ensure that District infrastructure, systems, and facilities are maintained in a safe and effective working condition and provide the highest level of safety for public use. The incumbent is responsible for all aspects of overseeing operations, maintenance, and repairs of the District's collection system pump stations and related SCADA communications network. Responsibilities include inspecting and attending to assigned areas in a timely manner, and performing a wide variety of tasks in the maintenance and repair of main sewer lines, laterals, pumping stations, and mobile equipment. The work involves preventive and corrective maintenance program implementation and assistance in ensuring that the District meets all regulatory agency requirements. The incumbent troubleshoots and performs repair on a variety of mechanical and electrical equipment as well as providing training, guidance and oversight to staff on a project and/or shift basis. This class is distinguished from the Wastewater Maintenance Worker series in that it performs more complex and highly specialized work that requires additional levels of training and skill. The class is further distinguished from the Wastewater Maintenance Manager in that the latter has management responsibility for all wastewater maintenance services and operations of the District. Examples of Typical Job Functions (Illustrative Only) Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job. Inspects, installs, repairs, maintains, calibrates, tests, and troubleshoots electrical systems to include circuits, switchgear, distribution equipment, motor control centers, Variable Frequency Drive (VFD) electric motors, switches, power generating equipment and emergency backup systems. Inspects, installs, repairs, maintains, calibrates, tests, and troubleshoots instrumentation components to include transducers, valve actuators, sensors, and cathodic protection systems. Inspects, installs, repairs, maintains, calibrates, tests, and troubleshoots SCADA and Programmable Logic Controller (PLC) systems to include PLC hardware and software. Diagnoses equipment and hardware problems by logical tracing of the failed function from its source to its final destination and determines needed repairs or modifications. Performs reverse-engineering of circuits and creates electrical diagrams. Performs preventive maintenance duties; inspects equipment; checks voltage and amperage; tightens, cleans, and lubricates equipment; locates potential problems. Performs corrective maintenance; isolates power and ground equipment; restores power and checks equipment for proper operation. Maintains process control instrumentation and support system throughout all pump stations; cleans, calibrates, and lubricates control equipment and enclosures, tools, test equipment, and vehicles. Performs installation of process control components, panels, cables, and systems; determines measurements and develops drawings for installation; orders equipment, parts, and supplies for installation of system; installs parts, equipment, and wiring per design specifications; calibrates instruments; tests the system; corrects any failures; documents control cable routing; coordinates installation with Wastewater Maintenance Supervisor as necessary. Troubleshoots and repairs electrical, electronic, microprocessor-based, pneumatic, and mechanical process control components; identifies, isolates, and diagnoses failures using various types of test equipment; interprets schematics and loop drawings; coordinates repairs with Wastewater Maintenance Supervisor as necessary. Reads and interprets electrical and electronic schematics, as-built drawings, mechanical and instruction drawings, wiring diagrams, instrument loop diagrams, and construction drawings necessary to install, service, and repair equipment in accordance with related regulations and vendor Original Equipment Manufacturer (OEM) specifications. Operates forklift trucks, crane trucks, hoists, and other equipment as required in the course of performing maintenance and repairs. Oversees and assists contractors as necessary; works with contractor to solve problems regarding new installation of equipment and control systems and maintains adherence to all safety procedures. Assists in maintaining an inventory of materials, tools, and supplies; orders materials, tools, and supplies as necessary. Notifies supervisor of the need for repair or additional maintenance as found during routine inspection activities; prepares work orders or notes service requirements. Operates a variety of hand and power tools and equipment related to work assignment. Services and maintains mobile equipment in a clean and orderly condition; makes minor repairs as needed. Responds to emergency calls for service; mitigates overflow spills and damage as required. Maintains public facilities, shop and garage areas, storage sites, and other work areas in a clean and orderly condition, including securing equipment at the close of the workday. Maintains accurate records of work performed; prepares reports as necessary. Performs confined space entry, as necessary. Enters data into an automated work order tracking system. Performs the full range of duties and responsibilities of the wastewater field maintenance crew. May serve as crew leader on a project basis; may instruct less-experienced staff in work procedures. Performs after-hours emergency work and on-call duties as assigned. Performs other duties as assigned.

Ability to:
Perform a variety of installation, repair, and maintenance on process control instrumentation and support systems. Inspect, troubleshoot, and repair process control instrumentation and fiber optic equipment. Read, interpret, understand, and maintain plans, schematics, technical manuals, ladder logic, diagrams, blueprints, and drawings. Correctly scale calibration. Operate test equipment and interpret critical data to solve complex problems. Operate a variety of process control instrumentation, high power, and related equipment in a safe and effective manner. Prepare clear and concise technical reports and purchase requisition forms. Perform skilled work related to the installation, inspection, maintenance and repair of underground sewer lines and laterals, and pumping stations. Education and Experience Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be: Equivalent to the completion of the twelfth (12 th ) grade supplemented by college level course work or trade school training in instrumentation technology or a related field and four (4) years of experience maintaining, calibrating, installing, troubleshooting, and repairing electrical, pneumatic, and mechanical process control instruments, including at least one (1) year of experience with PLCs.
Licenses and Certifications:
Possession of, or ability to obtain, a valid California Driver's License by time of appointment, and satisfactory driving record. Possess and maintain a valid Grade I Wastewater Collection System Operator Certificate issued by the CWEA. Possession of, or ability to obtain, a Grade I Electrical/Instrumentation certification from the California Water Environment Association (CWEA) within eighteen (18) months of employment. Possession of a valid Grade II Electrical Instrumentation certification from the California Water Environment Association (CWEA) is desirable. Supplemental Information
PHYSICAL DEMANDS
Must possess mobility to work in the field; strength, stamina, and mobility to perform medium to heavy physical work, to work in confined spaces and around machines, to climb and descend ladders, to operate varied hand and power tools and construction equipment, and to operate a motor vehicle and visit various District sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone or radio. The job involves fieldwork requiring frequent walking in operational areas to identify problems or hazards. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate above-mentioned tools and equipment. Positions in this classification bend, stoop, kneel, reach, and climb to perform work and inspect work sites. Employees must possess the ability to lift, carry, push, and pull materials and objects weighing up to 75 pounds, or heavier weights with the use of proper equipment.
ENVIRONMENTAL ELEMENTS
Employees work in the field and are exposed to loud noise levels, cold and hot temperatures, inclement weather conditions, road hazards, vibration, confining workspace, chemicals, mechanical and/or electrical hazards, and hazardous physical substances and fumes. Employees may interact with upset staff and/or public and private representatives and contractors in interpreting and enforcing District policies and procedures.
WORKING CONDITIONS
May be required to be on-call and to work various shifts or emergencies on evenings, weekends, and holidays.

The monthly retirement allowance is determined by age at retirement, years of service credit and final compensation. The basic benefit is 2% of final compensation for each year of credited service upon retirement at age 55, 60, or 62. CalPERS Tier 1 Employees hired on or before July 1, 2011
  • 2% at 55 plan. The District pays both the employee contribution (7% of gross annual income) and employer contribution (varies). CalPERS Tier 2 Employees hired on or before July 1, 2011 to December 31, 2012
  • 2% at 60 plan.
Employees pay the employee contribution (7% of gross annual income) and the District pays the employer contribution (varies). CalPERS Tier 3 Employees hired on or after January 1, 2013 are enrolled in the 2% at 62 plan. Employees pay the employee contribution (50% of the Normal Cost) and the District pays the employer contribution (varies).
WORK SCHEDULE
Full-time employees work a 4/10 schedule. MEDICAL The District offers medical insurance through CalPERS. Employees elect the plan and tier of their choice.
DENTAL, VISION, & SUPPLEMENTAL LIFE INSURANCE
The District offers dental vision, and supplemental life insurance through Special District Risk Management Authority.
LIFE INSURANCE, ACCIDENTAL DEATH AND DISMEMBERMENT
(AD&D)
INSURANCE
the District pays for a Life Insurance/AD&D policy for all full-time employees that provides a $50,000 coverage. Full-time employees are eligible on the first day of the month on or after completing 90 days of continuous employment. Part-time employees are ineligible for this benefit.
LONG-TERM DISABILITY INSURANCE
the District pays for a non-work related Disability Insurance plan for all full-time employees that pays up to 60% of an employee's basic monthly earnings not to exceed $5,000 per month following a 90 day waiting period of continuous disability. Full-time employees are eligible on the first day of the month on or after completing 90 days of continuous employment. Part-time employees are ineligible for this benefit.
CELL PHONE ALLOWANCE
$960 annually
EMPLOYEE ASSISTANCE PROGRAM
(EAP) The EAP provides confidential counseling, education and referral on work and life challenges 24 hours a day, seven days a week.
RETIREMENT HEALTH SAVINGS PLAN
(RHS) through MissionSquare. Employees contribute 1% of their base salary and the District matches 1%. Funds can be used to pay healthcare premiums and out-of-pocket expenses in retirement. Employee amount is 100% vested immediately. Vesting in the employer contributed amount occurs at 5 years of service with the District, at which time there is 100% vesting.
BILINGUAL PAY
Eligible employees who are certified and designated as "District Translators" shall receive premium pay for the performance of bilingual written and/or oral skills.
WASTEWATER MAINTENANCE EMPLOYEES PREMIUM PAY
Employees who are routinely and consistently assigned to repair and maintain sewer systems shall receive a premium pay of 1.5% of their base pay for each California Water Environment Association Collection System Maintenance and/or Electrical Instrumentation Grade Certification level achieved.
WELDER PREMIUM PAY
Employees who are routinely and consistently assigned to repair sewer manhole covers by application of welding skills and who possess a current welding certification, shall receive a premium pay of 1.5% of their base pay.
STANDBY PAY
For each day on standby duty where an employee is assigned to respond to emergency locations that occur after regular working hours, the employee employee will be paid a flat rate of $75 per day for the Primary Standby Person and $50 a day for the Secondary Standby Person.
SHIFT DIFFERENTIAL PAY A
non-exempt Wastewater Maintenance Worker or SCADA Technician/Industrial Electrician employee required to work a shift cleaning sewer lines between the hours of 6:00 p.m. and 5:00 a.m. will be compensated an additional 7% above the employee's base hourly rate of pay for hours worked during that time period.
CLOSED CIRCUIT TELEVISION
(CCTV) PAY Employees who successfully pass the Pipeline Assessment & Certification Program from the National Association of Sewer Service Companies, and who routinely televise, view, and analyze CCTV of sewer pipes as part of their regular duties, shall receive a premium pay of 1.5% of their base pay.
MANHOLE ASSESSMENT CERTIFICATION PAY
Employees who are routinely and consistently assigned to repair and maintain sewer systems shall receive a premium pay of 1.5% of their base pay for successfully passing the Manhole Assessment & Certification Program (PACP) from the National Association of Sewer Service Companies (NASSCO.)
COMMERCIAL DRIVER'S LICENSE PAY
Employees who are required to maintain a Commercial Driver's License, Class "C" or who maintain a Class "A" for the performance of their assigned job duties, will receive an annual pay of $520.
OPTIONAL BENEFITS DEFERRED COMPENSATION PLAN
(457B) This voluntary 457 Plan through Empower provides employees with the opportunity to invest a portion of their salary on a pre-tax basis. The plan includes a hardship loan option.
TECHNOLOGY LOAN PROGRAM
The District will assist with the purchase of technology equipment and software for personal use by granting an interest free loan in the amount of $200

TUITION REIMBURSEMENT PROGRAM
Full-time employees, who have completed six months of service, are eligible for tuition reimbursement for a maximum of $5,000 per year for educational courses in order to foster personal development in job-related areas as well as career advancement.

LEAVES SICK LEAVE
Full-time employees accrue sick leave at the rate of 3.70 hours per pay period. Part-time employees who work 30 or more days in a year are entitled to 40 hours of paid sick leave.
VACATION
Full-time employees accrue 92 to 284 vacation hours annually based on years of service. Employees may use vacation after six months of continuous service.
HOLIDAYS
The District observes the following 12 holidays: New Year's Day; Labor Day; Martin Luther King Day; Thanksgiving (Wednesday
  • Friday);President's Day; Veteran's Day; Memorial Day; Christmas Eve; Christmas Day; Fourth of July.
Employees also receive two floating holidays to be used incrementally by the end of the fiscal year.
COMPENSATORY
(COMP) TIME Accrued by converting overtime hours to Comp time off hours. Comp time is used like vacation and may also be used like sick leave.
ADMINISTRATIVE LEAVE
Exempt full-time employees receive 40 hours of Administrative Leave each fiscal year.
CALIFORNIA FAMILY RIGHTS ACT

BEREAVEMENT LEAVE
