GENERAL DESCRIPTION
Under direction of the Division Manager
  • Water Production, to plan, assign, review, and participate in the work of staff responsible for the installation, calibration, maintenance, and repair of electronic systems, process controls, and instrumentation supporting water production and water distribution facilities.
Provides technical leadership, ensures regulatory compliance, and performs complex tasks related to water system instrumentation and controls.
SUPERVISION EXERCISED
This position exercises direct supervision over the Instrumentation Technician
I/II/III
position.
IMPORTANT AND ESSENTIAL DUTIES
Lead, plan, schedule, and review the work of staff responsible for the installation, maintenance, calibration, and repair of instrumentation, electronic controls, process control systems, and telemetry at multiple water production and distribution facilities. Oversee troubleshooting and repair of programmable logic controllers (PLCs), radio telemetry systems, and SCADA software (e.g., Allen-Bradley and Wonderware). Evaluate and recommend improvements to existing instrumentation and control systems; develop specifications for upgrades and replacements. Coordinate and oversee preventive maintenance programs and maintain detailed records for regulatory and operational purposes. Assist in budget preparation by identifying equipment needs, cost estimates, and maintenance priorities for instrumentation systems. Develop and enforce safety practices in compliance with OSHA and electrical safety regulations, including "Qualified Electrical Worker" standards. Provide training and mentorship to Instrumentation Technicians; conduct performance reviews and support staff development. Respond to and manage emergency calls related to instrumentation and control systems, coordinating staff as needed. Coordinate purchasing activities and maintain an inventory of instrumentation parts, materials, and specialized tools. Operate a city vehicle daily to visit treatment plants, pump stations, storage tanks, and vendor locations to oversee work and procure materials.

KNOWLEDGE, SKILLS, AND ABILITIES
Knowledge of:
Allen Bradley PLCs, Avea Wonderware HMI management software, Studio 5000, RS Logix 500. Principles, operation, calibration, and troubleshooting of 4-20 mA current loop instrumentation, including transmitters, sensors, controllers, and associated field devices used in water and wastewater treatment and distribution systems. Principles of radio telemetry systems, SCADA integration, and electronic instrumentation associated with water production and distribution systems. Occupational hazards and standard safety precautions necessary in performing work on systems with voltages ranging from 12 volts D.C. to 4160 volts A.C. Purchasing, inventory, and budgetary processes. Microsoft Office, Google Suite, and related software for documentation and reporting.
Skill to:
Lead and train technical staff in troubleshooting and repair of complex instrumentation and control systems. Operate a variety of specialized tools and test equipment used in the maintenance and calibration of water/wastewater instrumentation. Effectively utilize office equipment and computers to prepare reports, track work orders, and maintain records. Operate a motor vehicle safely.
Ability to:
Diagnose malfunctions and implement repairs on pumps, motors, chemical feed equipment, actuated control valves, and related systems. Plan and supervise the work of personnel engaged in maintenance, calibration, and repair activities. Read and interpret blueprints, schematics, and technical diagrams. Communicate clearly and concisely, both orally and in writing. Establish and maintain cooperative working relationships with those contacted in the course of work. EXPERIENCE AND TRAINING GUIDELINES
For positions with more than one level, all listed requirements at the lower levels are required at the higher levels. Any combination equivalent to experience and training to provide the required knowledge, skills, and abilities may be qualifying. Knowledge, skills, and abilities may be obtained through:
Experience:
Three (3) years of progressively responsible experience in the installation, maintenance, and repair of instrumentation, process controls, and electronic systems associated with water and/or wastewater. One (1) year of experience in a lead or supervisory capacity.
Education/Training:
A high school diploma or GED is required. An Associate's degree in Electronics, Electrical Technology, or a related field is preferred.
License or Certificate:
A valid Texas driver's license, the ability to obtain one within ninety (90) days of employment, or a military waiver is required. Possession of, or ability to obtain, a Class C Water Operator and a Class C Wastewater Operator License from the State of Texas within two (2) years of employment is required. Possession of, or ability to obtain, a Qualified Electrical Worker Certification within one (1) year of employment is required.
SPECIAL REQUIREMENTS
Essential duties require the following physical skills and work environment: Participate in on-call schedule work and respond to emergencies as needed. Exposure to cold, heat, noise, outdoors, vibration, confined workspaces, chemicals, explosive materials, mechanical hazards, and electrical hazards. Ability to work nights, weekends, and holidays as needed. Ability to work in confined spaces and at extreme heights, including climbing elevated storage tanks.
