Instrumentation & Controls EngineerLocation:
Sacramento, CaliforniaDescription What the Role InvolvesThe Instrumentation & Controls Engineer supports municipal water and wastewater clients in the Sacramento, California area. The role focuses on delivering control systems and SCADA solutions that improve operational efficiency, enable data‑driven decision‑making, and enhance how clients interact with their systems.

Key responsibilities include:

Programming, configuring, testing, and commissioning SCADA systemsTransforming client operations, processes, and technology by delivering solutions that increase operational efficiency and enable data‑driven decision makingSupporting control system design, construction projects, and public bid effortsPreparing technical reports, including SCADA Master Plans and Preliminary Engineering ReportsCollaborating with operators, maintenance staff, managers, and engineersParticipating in client workshops and multidisciplinary project teamsAssisting the Business Development team with proposals and identifying lateral and follow‑on workMentoring junior engineers and collaborating with subject matter expertsTravelling to client sites up to 50%, depending on project needsThe Ideal CandidateThis role is suited to someone with hands‑on control system integration experience in the water and wastewater sector who can effectively communicate with both technical experts and non‑technical stakeholders. Required qualifications and experience include:

Bachelor's degree in engineering5+ years of experience in the following areas:

Programming, configuration, and commissioning of SCADA systemsPLCs, HMIs, OITs, and related SCADA softwareInstrumentation and control system design, including control system network designTraining clients on newly installed control systems
SCADA / OT
Master PlanningConstruction phase services, including bidding services, submittal reviews, responding to RFIs, and factory and field test witnessingExperience in the municipal water and wastewater industryExperience working in a consulting environmentProfessional Engineer licence or the ability to obtain oneWillingness to travel approximately 50%, depending on project needs
