Job Description

CMCo is seeking an experienced Instrumentation & Electrical Planner to support refinery maintenance, outage, and turnaround planning activities in Billings, Montana. This role is responsible for developing detailed work packages, job plans, material requirements, labor estimates, safety considerations, and execution sequencing for I&E maintenance and turnaround work. The Instrumentation & Electrical Planner will work closely with operations, maintenance, engineering, reliability, procurement, scheduling, safety, contractors, and turnaround leadership to ensure work is properly planned, resourced, and ready for safe and efficient execution. Candidates should have strong refinery experience with Instrumentation & Electrical planning, estimating, and troubleshooting . Experience with DCS systems is a plus , and DeltaV training is preferred . Key Responsibilities The I&E Planner will be responsible for planning routine maintenance, corrective maintenance, capital support work, and turnaround activities related to refinery instrumentation and electrical systems.
Responsibilities include:
Develop detailed I&E job plans for refinery maintenance and turnaround work. Create complete work packages including scope, labor, materials, tools, equipment, permits, safety requirements, drawings, and execution steps. Plan work for instrumentation, analyzers, control valves, transmitters, switches, motor controls, electrical distribution, lighting, grounding, heat tracing, and related refinery systems. Review work orders for accuracy, completeness, priority, and readiness. Walk down field jobs to verify scope, access, safety concerns, materials, constructability, and troubleshooting requirements. Estimate labor hours, crew size, equipment needs, materials, specialty tools, test equipment, and job duration. Identify required parts, materials, consumables, contractor support, and vendor resources. Coordinate with procurement and warehouse teams to ensure materials are available before execution. Support turnaround planning, including scope development, job package preparation, material tracking, schedule input, and execution sequencing. Work with schedulers to build realistic maintenance, outage, and turnaround schedules. Support Management of Change, P&ID reviews, electrical drawings, loop sheets, one-lines, instrument indexes, and related technical documentation as needed. Coordinate with operations to confirm equipment availability, isolation needs, lockout/tagout requirements, and permit conditions. Ensure plans include proper safety, environmental, quality, and refinery compliance requirements. Participate in planning meetings, schedule review meetings, turnaround readiness reviews, and post-job critiques. Update job plans based on field feedback, lessons learned, troubleshooting history, and actual execution results. Track planning progress, material status, job readiness, backlog priorities, and schedule impacts. Support contractor planning and interface with third-party I&E service providers. Maintain accurate documentation in CMMS systems such as SAP, Maximo, Oracle, or similar platforms. Required Qualifications High school diploma or GED required. 8+ years of refinery, petrochemical, industrial maintenance, outage, or turnaround experience. Strong background in instrumentation and/or electrical maintenance planning. Refinery experience with Instrumentation & Electrical planning, estimating, and troubleshooting . Experience planning refinery maintenance, outage, and turnaround work. Ability to read and interpret P&IDs, loop drawings, instrument data sheets, electrical one-lines, wiring diagrams, schematics, and equipment manuals. Knowledge of refinery safety practices, permitting, lockout/tagout, confined space, hot work, and energy isolation. Experience building work packages and estimating labor, material, equipment, tools, and contractor support requirements. Strong computer skills, including Microsoft Office. Experience using CMMS systems such as SAP, Maximo, Oracle, or equivalent. Ability to work in the field, climb stairs/ladders, and perform job walkdowns in an operating refinery environment. Preferred Qualifications DeltaV training is preferred. DCS knowledge is a plus , including experience supporting control system work, field instrumentation, loop checks, commissioning, troubleshooting, and refinery turnaround execution. Associate degree, technical certification, or journeyman-level experience in instrumentation, electrical, or industrial maintenance. NCCER, ISA, electrical, instrumentation, or planning certification. Previous turnaround planning experience in a refinery or chemical plant. Primavera P6 or other scheduling software experience. Experience with analyzers, DCS systems, PLCs, motor control centers, switchgear, transformers, UPS systems, VFDs, control valves, and safety instrumented systems. Knowledge of
NEC, NFPA
70E, OSHA, refinery electrical classifications, and industry safety standards. Experience supporting large maintenance outages or major refinery turnarounds. Skills and Competencies Strong refinery maintenance, outage, and turnaround planning knowledge. Excellent field verification, job scoping, estimating, and troubleshooting skills. Strong understanding of Instrumentation & Electrical systems in refinery environments. Strong attention to detail and documentation. Ability to prioritize work in a fast-paced refinery environment. Strong communication skills with operations, maintenance, engineering, contractors, vendors, and leadership. Ability to identify safety risks, planning gaps, material issues, and execution constraints before work begins. Strong problem-solving, coordination, and follow-through skills. Ability to work independently and as part of a larger turnaround or maintenance team. Commitment to safety, quality, schedule, cost control, and reliable execution. Work Environment This position is based in a refinery environment in Billings, Montana. The role will include office-based planning work as well as field walkdowns in operating units, process areas, substations, control rooms, maintenance shops, and turnaround work zones. The candidate must be comfortable working in an industrial setting and following all refinery safety policies and procedures. Local candidates are preferred. Physical Requirements Ability to walk refinery units and perform field job walkdowns. Ability to climb stairs, ladders, and access equipment platforms. Ability to wear required PPE, including hard hat, safety glasses, gloves, FRC, hearing protection, and respiratory protection when required. Ability to work extended hours during outages, shutdowns, and turnarounds as needed.
