Pittsfield, MA Apply Summary This is a public notice flyer to notify interested applicants of anticipated vacancies. Applications will not be accepted through this flyer. Responsibilities You will serve as the Department Engineer (DE) for the Fire Control (FC) Department where they will support the Department Head (DH). You will oversee contractor efforts for the design, development, production, repair, logistics support, and comprehensive life cycle support of the Strategic Weapons System (SWS) Fire Control System (FCS) and Attack Weapons Control System (AWCS). You will be responsible for the effective implementation of SSP's Technical Direction detailed in various directives, policies, plans and delegations. You will provide program assessments and identify risks on all
FCS/AWCS
programs as identified in the approved Mission, Functions, and Tasks SSP Instruction to the DH. You will serve as a senior engineer at the site and as such provide a focal point for contractor and Defense Contract Management Agency (DCMA) management interfaces with the Program Integrator for the
FCS/AWCS
programs. You will champion five key functional areas: Policy, Process, Integration, Contracts, and DCMA Liaison. You will support and manage the development, implementation, and maintenance of the overall effectiveness of all technical program elements associated with SWS programs and policies for Shipboard Systems (SPS). You will serve as the representative within the department for integration of subsystems and subsystem components from a program level. You will act as the central point of contact between the department and DCMA and will work with DCMA personnel in the interpretation and execution of policies and processes. You will serve as the department's central point of contact for contracts and act as the department's representative in support of SSP and DCMA contractual coordination/definition. Requirements Conditions of Employment Qualifications Your resume must also demonstrate at least one year of specialized experience at or equivalent to the NH-03 (GS-13 equivalent) grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: as a professional engineer working with complex systems and subsystems, leading teams in program planning, program evaluation, and/or requirements analysis, and representing an organization, and establishing and maintaining relationships with key individuals or groups. Qualifications Standards Manual:
Applicants must possess: Professional Engineering Series (08XX) -
Degree:
A professional engineering degree from an ABET-accredited college or university; OR a degree with curriculum in differential and integral calculus, with additional courses in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics; or electronics; OR Professional Engineering Series (08XX) -
Substitution of Education/Experience:
A combination of education and experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying professional engineering; and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following: (a) professional registration, (b) evidence of successfully passing the Engineer-in-Training (EIT) examination; (c) successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and in engineering that included the courses specified above; or (d) successful completion of a curriculum leading to a bachelor's degree in engineering technology or in an appropriate professional field, e.g., physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a degree in engineering provided that it included at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Additional Information This announcement uses the Acquisition Workforce Personnel Demonstration Project (AcqDemo) Business Management & Technical Management direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service. This position is part of the Department of Defense Civilian Acquisition Workforce Personnel Demonstration Project. The NH-4 broadband level encompasses positions equivalent to GS-14 and GS-15. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees. A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized. This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled. A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
