Job Description:
National Capitol Contracting Overview The Audio-Visual (AV) Systems Engineer serves as the ultimate technical authority and principal architect for all video teleconferencing (VTC), digital signage, multi-media conference spaces, and hybrid collaboration environments across the USPTO enterprise. Under the End User Support Operations Support (EUSOS) contract, this role owns the technical roadmap, architectural baselines, and engineering integrity of communication hubs supporting over 15,000 distributed federal workers and executives. Essential Duties and Responsibilities Architect, standardize, and maintain the blueprint configurations for all USPTO conference rooms, executive boardrooms, hearing rooms, and hybrid collaboration spaces Engineer the precise interfaces where AV hardware meets backend IT infrastructure. Partner with Network Operations to design optimal Multicast/Unicast configurations, VLAN segmentation, and Quality of Service (QoS) mappings for flawless AV-over-IP (AVoIP) delivery Collaborate with Security Operations & Enterprise Monitoring to ensure all AV/VTC endpoint firmware, control code, and UC applications fully comply with federal security guidelines, including
NIST 800-53
controls and DISA STIGs Serve as the absolute technical backstop for the contract. Diagnose and resolve complex, intermittent, or systemic AV/VTC failures that defeat Tier 1-3 operational technician teams Lead technical forensic investigations into major collaboration space outages or systemic bugs. Document findings and implement permanent enterprise-wide remediation Maintain an onsite engineering lab to model, test, and validate firmware updates, software patches, and new hardware components prior to deployment within campus-wide rollouts Review, optimize, and oversee custom control programming configurations to maintain seamless, unified user interfaces across different space types. Other duties as assigned Minimum Requirements Master-level engineering mastery of enterprise Unified Communications as a Service (UCaaS) platforms including Microsoft Teams Rooms (MTR), Cisco Webex Room systems, and Zoom Rooms Advanced master-level command of unified endpoint management architectures (such as Microsoft Intune, MECM/SCCM, Group Policy Objects) across hybrid Windows 10/11 and macOS environments Extensive hands-on experience designing, configuring, and programming/troubleshooting major AV ecosystems including

Crestron (NVX, DM),
Extron, AMX, Audio DSPs:
Biamp (Tesira), Q-SYS, Shure (Ecosystem architecture Deep understanding of enterprise virtualization technologies, identity management ecosystems (Active Directory, Azure AD/Entra ID), and multi-factor authentication protocols Expert understanding of AV-over-IP standards, digital video/audio signal flow, matrix routing, and
EDID/HDCP
management Strong diagnostic grasp of enterprise networking architecture: TCP/IP routing, IGMP snooping for multicast video, 802.1X authentication, and firewall traversal for secure VTC traffic Experience organizing and tracking multi-phase infrastructure engineering milestones using Microsoft Project Professional Educational Requirements Bachelor's degree in Electrical Engineering, Systems Engineering, Information Technology, or an equivalent technical field (or equivalent master-level hands-on experience) Compensation $110,000-$115,000 The compensation range listed for this position is provided as a good-faith estimate of what the company intends to offer for this role.
