Electronics Engineer 1 - Commissioning Job Description This contract Electronics Engineer - Commissioning position will provide support and assistance to the Systems and Communication Test and Energization (TETD) organization within the Commissioning and Testing (TET) group in the Transmission Services (T) business line. This full-time contract position offers on-site engineering and project management support for construction projects. The role involves coordinating and performing the testing of communications and control equipment in high voltage electrical substations, radio stations, and control centers, with extensive travel required across Oregon, Washington, Idaho, and Montana. Additionally, laboratory testing is a key component of this role. Responsibilities Collaborate with engineers, internal customers, and others to discuss existing or potential engineering projects. Assist in planning and implementing research methodology and procedures to apply electrical theory principles to engineering projects. Prepare and draft specifications for the purchase of materials and equipment. Assist with the design, implementation, maintenance, and improvement of electronic/electrical instruments, equipment, facilities, components, products, and systems. Operate computer-assisted engineering and design software and equipment to perform engineering tasks. Create electrical drawings, reports, and calculations to support recommended engineering solutions for electrical systems. Coordinate construction, installation, maintenance, support, documentation, and/or testing activities to ensure compliance with specifications, codes, and customer requirements. Perform detailed calculations to support recommended construction and installation standards and specifications. Inspect completed installations and verify operations to validate conformance to design and equipment specifications and compliance with operational and safety standards. Redesign and commission electrical circuits to verify proper function and compliance with applicable standards. Provide schedule and progress information for construction projects. Draft or review written work plans/functional tests. Troubleshoot and provide technical support to craft/customer personnel. Attend project scoping meetings or design reviews, recommending changes based on technical and operational issues. Propose field labor-hour estimates and develop recommended outage/transition plans for project implementation. Work with design staff during the engineering phase to understand design philosophy and provide field information/valid requirements. Facilitate projects on-site with guidance, including scheduling outages and verifying material arrivals. Assist in testing communication equipment including SCADA, SONET, microwave radio, Transfer Trip, and PLCs. Conduct on-site field testing and commissioning of communications equipment. Test fiber optic cables. Draft technical laboratory reports and commissioning test documents for communication equipment. Provide start-up and commissioning of substation and control center communication facilities, including radios, multiplex equipment, transfer trip, SCADA, event recorders, telephone systems, and fiber optic systems. Perform corrections to verify equipment functions properly and revise drawings to reflect as-built conditions. Provide planning support, coordinate service plans with stakeholders, and implement plans for assigned projects. Participate in teams to research and test telecommunication and related equipment. Assist in developing requirements for technical specifications for procurement of telecommunications systems and equipment. Prepare detailed design, material, or procurement specifications for equipment. Provide technical support to construction, operations, and maintenance personnel. Maintain and organize official records in compliance with Information Security and Governance standards. Essential Skills Bachelor's Degree in Electronic or Telecommunications Engineering or a directly related engineering field. 6 months of Electrical Engineering experience. Knowledge of engineering concepts, principles, and practices applicable to regional transmission systems. Training or experience in communications, control systems, or SCADA. Ability to read and understand electrical schematics and prints. Additional Skills & Qualifications 3 months experience using technical skills and communications standards. Experience with information technology, system administration, and System Center Operations Manager. Proficiency in Excel and Windows server administration. Work Environment The work environment involves start-up and commissioning of substation and control center communication facilities, including radios, high-capacity optical networks, multiplex equipment, transfer trip, SCADA, and fiber optic systems. Engineers coordinate various phases of project construction work, including laboratory testing and telecommunications facilities commissioning. The office environment is slower-paced with somewhat flexible hours, business casual attire, and a very independent work style. The role is deadline-driven and often involves waiting for approvals and paperwork. Job Type & Location This is a Contract position based out of Vancouver, WA. Pay and Benefits The pay range for this position is $37.00 - $42.00/hr. Eligibility requirements apply to some benefits and may depend on your job classification and length of employment.
