Heavy Highway, Site Development, Utility, Roadway & Infrastructure Construction Position Summary We are seeking an experienced Project Manager to oversee Connecticut Department of Transportation (CTDOT), municipal, and heavy civil construction projects throughout Connecticut. The Project Manager will be responsible for managing all phases of construction from preconstruction through closeout, ensuring projects are completed safely, on schedule, within budget, and in compliance with CTDOT specifications and contract requirements. The ideal candidate will possess strong leadership, cost control, scheduling, contract administration, and stakeholder management experience within the heavy civil construction industry. Responsibilities Manage multiple CTDOT, municipal, roadway, utility, bridge, and site development projects simultaneously. Develop and maintain project schedules, budgets, manpower forecasts, procurement logs, and cost projections. Review plans, specifications, bid documents, and contract requirements. Coordinate field operations with Superintendents, Foremen, subcontractors, suppliers, and inspectors. Prepare and manage RFIs, submittals, change orders, pay applications, daily reports, and project documentation. Monitor project costs, production rates, earned value, and profitability. Lead weekly owner, engineer, and CTDOT progress meetings. Ensure compliance with CTDOT standards, contract documents, prevailing wage requirements, OSHA regulations, and company safety programs. Coordinate utility relocations, traffic control operations, environmental compliance, and permitting activities. Manage subcontractor and supplier procurement, negotiations, scheduling, and performance. Conduct regular site visits to monitor safety, quality, schedule adherence, and project milestones. Identify project risks and implement corrective action plans. Maintain strong client relationships with CTDOT personnel, municipalities, consulting engineers, and private owners. Support estimating, bid reviews, and preconstruction planning efforts. Qualifications Bachelor's Degree in Construction Management, Civil Engineering, or related field preferred. 5+ years of Project Management experience in heavy civil, highway, roadway, utility, bridge, or infrastructure construction. Direct CTDOT project experience strongly preferred. Strong understanding of CTDOT Standard Specifications, DOT inspection procedures, and public works contracting. Experience managing projects valued from $1M to $50M+. Ability to read and interpret plans, specifications, schedules, and contract documents. Experience with change order management, claims documentation, and cost forecasting. Proficiency with:
Procore HCSS HeavyJob / HeavyBid Bluebeam Microsoft Project Primavera P6 (preferred) Microsoft Office Suite OSHA 30 Certification preferred. Strong communication, negotiation, leadership, and organizational skills. Valid driver's license with ability to travel to project sites throughout Connecticut.
