Department Summary:
EchoStar has an exciting opportunity for an Aviation Quality Director Part 145/21 in our Hughes Network Systems division. Hughes is a leading provider of satellite products and services that recently announced disruptive in-flight connectivity solutions for airlines.
Job Duties and Responsibilities:
This position is responsible for leading quality activities across the IFC product lifecycle, ensuring compliance with aviation industry standards and regulations. The role works closely with Aircraft Engineering, Systems Engineering, Manufacturing, Regulatory Compliance, Supply Chain, and Customer Support teams to deliver high-quality, reliable IFC systems that meet or exceed customer and regulatory expectations.
Key Responsibilities:
Stay up to date with aviation regulations and certification requirements As the team grows, lead and mentor junior engineers, providing guidance and expertise in engineering principles and aviation-specific knowledge in the aviation regulatory environment Responsible for the airworthiness of aircraft IFC systems in development and in-service Direct oversight of all Aero Quality personnel Establish an FAA Parts Manufacturing Approval (PMA) Organization Designation Authorization (ODA) form inception to FAA approval Serve as

Administrator within Hughes ODA Assist the VP Aviation Engineering, Certification, and Quality to establish an FAA Supplemental Type Certificate (STC) ODA form inception to FAA approval Serve as Back-up

Administrator Establish and maintain a comprehensive quality assurance program for IFC systems, ensuring compliance with all safety, regulatory requirements, and performance Ensures that all aircraft certification practices adhere to governing regulations Primary FAA (and other CAA) regulatory interface for Part 21 and Part 145 matters Design, develop, implement and oversee FAA Part 21 part manufacturing quality system Design, develop, implement and oversee FAA Part 145 repair station quality system Lead root cause analysis and corrective actions for any engineering defects or failures in IFC systems, driving continuous improvement Develop and enforce quality control processes, ensuring that all engineering and certification activities are executed with precision and integrity Ensure robust documentation, traceability, and validation of IFEC systems throughout their lifecycle
Skills, Experience and Requirements:
Basic Requirements:
Bachelor's degree in aerospace engineering, Mechanical Engineering, Electrical Engineering, or a related technical field 15 years of experience in aircraft certification, delivery, and maintenance 10 years in a leadership role focusing on IFEC systems, certification, and quality Prior experience reviewing and authoring company manuals and processes related to aviation certification, manufacturing, and repair Prior experience as an FAA DAR, and/or ODA Insp UM with a stellar record Prior experience managing cross-functional teams and driving large, complex projects from concept to certification and deployment
Preferred Qualifications:
In-depth knowledge of aviation certification processes (FAA, EASA, and other international authorities), including safety regulations, airworthiness requirements, and aircraft system integration. In-depth knowledge of FAA Part 21, Part 121, and Part 145 regulations and operations FAA DAR Part 25 Certification Engineering experience Six Sigma Green or Black Belt certification Experience with QMS software, SAP, Jira, and quality analytics tools Familiarity with IFC systems, avionics, or connected aircraft technologies is a plus
