Job Description:
Under the general direction of the Public Works Director, the Project Manager (Infrastructure & Engineering) oversees the full lifecycle of complex municipal infrastructure and site projects under the general direction of the Public Works Director. This role focuses on everything from scoping, budgeting, and surveying to permitting, bidding, and contract administration. Acting as the primary point of contact for consultants, project specific stakeholders, and cross-functional teams, the Project Manager ensures that capital and major repair projects-including roadways, parks, utilities, and facilities-are delivered on time, within scope, and within budget through expert planning and leadership. The Project Manager is fully responsible for monitoring, controlling, and reporting assigned portfolio of projects.
MINIMUM REQUIREMENTS
  • Bachelor's degree in civil, mechanical, or environmental Engineering, Project Management, or a related technical field is highly preferred.
  • 5+ years of experience in project engineering or construction/project management, specifically within large-scale infrastructure or public works.
  • Advanced experience with Microsoft Suite
  • PMP (Project Management Professional) or equivalent certification preferred.
  • Engineer Intern (EI) or Professional Engineer (PE) license preferred.
ESSENTIAL DUTIES AND RESPONSIBILITIES
    Project Lifecycle Management:
    Lead projects through all phases: Initiation (scoping), Planning (budget/design), Execution (construction), and Closing (inspections/compliance).
      Project Direction and Structure:
      Develop detailed project charters and Work Breakdown Structures. Identify critical path milestones and manage resource allocation to prevent bottlenecks.
        Financial Oversight:
        Manage project budgets. Track expenditures, approve change orders, and implement cost-control measures to mitigate financial risk.
          Vendor & Contract Management:
          Oversee third-party consultants and contractors. Evaluate bid proposals, support negotiation of contract terms, and ensure all deliverables meet technical specifications, ISO/regulatory standards, and project scope of work.
            Technical Integrity & QA/QC:
            Perform engineering reviews of design plans and permit applications. Ensure all infrastructure projects comply with local, state, and federal regulations (e.g., Permitting, OSHA, Environmental).
              Stakeholder Communication:
              Serve as the liaison between technical engineering teams and non-technical stakeholders (government officials, residents, and executive leadership). Facilitate project status meetings and manage expectations.
                Risk Mitigation:
                Conduct regular risk assessments to identify potential project delays or safety hazards. Develop and implement corrective action plans to keep projects on track.
                SALARY RANGE
                $100,183 - $163,798
