We are a certified SDVOSB | WOSB emerging firm positioned for strategic growth within the federal marketplace. Our firm delivers construction management services to prime contractors to federal agency clients. As we aggressively pursue expansion with our current JV, we seek a seasoned executive leader to serve as a strategic partner•bringing proven federal market expertise, deep agency relationships, and operational gravitas to accelerate sustainable, compliant growth. POSITION SUMMARY
The Senior Executive | Licensed Professional Engineer (PE) will serve as a principal-level strategic partner responsible for driving federal business development, capture management, joint venture structuring, and organizational growth. This individual will leverage an established federal network, knowledge of SBA programs, and executive leadership experience to position the firm competitively across federal procurement landscapes•including DOD, VA, GSA, USACE, NAVFAC, NASA, DHS, and civilian agencies. This role is not a traditional business development position•it is an executive partnership opportunity for a high-caliber leader who is equally comfortable with an emerging federal small business strategy, client-facing capture conversations, teaming negotiations, and internal operational leadership. KEY RESPONSIBILITIES
Federal Capture Management & Business Development Lead end-to-end capture management strategy for federal A/E/C opportunities, including pre-solicitation positioning, opportunity identification, bid/no-bid decisions, and proposal strategy Maintain and leverage robust relationships with prime contractors including Contracting Officers (COs), Contracting Officer Representatives (CORs), Program Managers, and senior agency decision-makers Develop and execute agency-specific account plans aligned with procurement calendars, IDIQ vehicles, and strategic priorities Lead pursuit of multiple award task order contracts (MATOCs), IDIQs, GWACs, and GSA Schedules Represent the firm at federal industry days, pre-proposal conferences, procurement forecasting events, and professional conferences (SAME, AGC, ACEC, SMPS) Teaming, Joint Ventures & Strategic Partnerships Identify, evaluate, and negotiate joint venture (JV) agreements and teaming arrangements with large primes, large businesses, and complementary small businesses Structure and manage SDVOSB | Small Business Joint Ventures and seek mentors to participate in the mentor-protege joint ventures in compliance with SBA regulations (13 CFR Part 125) Serve as the firm's primary interface with prospective mentor firms, negotiating agreements that provide genuine developmental benefit in areas including technical capabilities, past performance, bonding capacity, and financial management Build strategic relationships with large business primes seeking SDVOSB/WOSB
teaming partners for socioeconomic credit and subcontracting plan compliance Organizational Growth & Business Operations Partner with firm leadership to develop and execute the 3-5 year strategic growth plan, including revenue targets, geographic expansion, capability development, and staffing milestones Provide executive oversight of pipeline management, using CRM tools to maintain visibility into opportunities at all stages of the business development lifecycle Support development of the firm's capabilities statement, past performance repository, qualifications-based submittals (SF-330), and proposal library Contribute to financial strategy, including indirect rate structure, overhead management, and price-to-win analysis Advise on organizational structure, staffing growth, and the development of a high-performance business development and capture team Compliance, Certifications & SBA Program Management Maintain current, working knowledge of SBA small business program regulations, including SDVOSB (38 CFR Part 74 / VA; 13 CFR Part 128) and WOSB/EDWOSB.
Advise leadership on size standard compliance, affiliation rules, limitations on subcontracting, and performance of work requirements Monitor regulatory changes impacting small business federal contracting and provide timely guidance to firm leadership Technical Leadership & Professional Credibility Apply licensed PE credentials to reinforce technical credibility during client engagement, proposal development, and qualifications-based selection processes Participate in technical scope development, engineering review, and QA/QC oversight on key pursuits and awarded contracts Serve as a Responsible Engineer of Record or Principal-in-Charge designation as appropriate on select pursuits PREFERRED QUALIFICATIONS
Prior service as a principal or equity partner in a federal A/E/C firm Project Management Professional (PMP)•PMI Direct experience as a protege or mentor under the SBA Mentor-Protege Program Experience with CMGC, Design-Build, and Design-Bid-Build federal delivery methods Veteran status highly valued•strongly encouraged to apply EXECUTIVE PARTNERSHIP STRUCTURE
This position is structured as a strategic executive partnership that may include one or more of the following arrangements based on candidate profile and mutual agreement: W-2 Senior Executive Employment with equity/ownership pathway Principal-Level Equity Partnership with defined vesting schedule Executive Teaming / Consulting Agreement with performance-based compensation Joint Venture Co-Principal arrangement aligned to specific contract vehicles Compensation structure, title, and partnership terms will be negotiated commensurate with the candidate's network, capabilities, and strategic value to the organization. Licensure. Active Professional Engineer (PE) License•minimum one (1) U.S. state; multi-state preferred Education. Bachelor of Science in Engineering, Architecture, or related field required; Master's degree or MBA preferred or higher Experience. 15+ years of progressive experience in federal A/E/C with minimum 10 years in executive BD/capture leadership Federal Market. Demonstrated track record of winning federal A/E/C contracts valued at $10M•250M+ Agency Knowledge. Deep familiarity with VA, DOD (USACE, NAVFAC, AFCEC), GSA, and/or civilian agency procurement processes Small Business Programs.
