Essential Functions Develop and assess program-level plans and schedules for capital planning. Develop and implement capital and maintenance infrastructure projects while maintaining project schedules and budgets. Communicate project status, risks, and issues to stakeholders, and implement mitigation strategies as needed. Performs engineering inspection and customer service for public infrastructure. Ensure that projects are constructed according to contract requirements and industry standards. Review various plan sets for internal projects, external agencies, or private development. Interfaces and interacts with all Public Works divisions and other Village departments to provide active and effective technical guidance. Drive continuous improvement in our project management processes and tools. Competencies Excellent analytical and technical skills, proven problem-solving ability to use sound judgement that results in effective decision-making, and composure in stressful situations. Demonstrate superior customer service and excellent interpersonal skills as this position is client facing. Demonstrated knowledge of capital planning and assessment, procurement, project planning and development, and risk management protocols. Excellent written and verbal communication skills; effective interpersonal skills to build and manage client relationships, resolve conflict and solve problems to effectively communicate and convey information to various audiences. Strong organizational and time management skills; ability to multi-task, work independently, exercise good judgment, pay attention to detail, take initiative, navigate interruptions and deadlines. Physical Demands and Work Environment The physical demands that must be met by an employee to successfully perform the essential functions of this job include regularly communicating, traveling from place to place, handling objects, and reaching with hands and arms. Must be able to exchange accurate information in these situations. Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception and ability to adjust focus. This position requires the ability to occasionally transport office products and supplies that weigh up to 50 pounds as well as operate office machinery. Tasks involve the regular and, at times, sustained performance of moderately physically demanding work, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, crawling, and lifting, carrying, pushing, and pulling moderately heavy objects and materials, up to fifty pounds. Ability to climb stairs and ladders. Ability to perform a variety of physical and mental skills including but not limited to standing or sitting for extended periods of time, reading and writing, preparing and presenting material in a formal setting, performing complex mathematical computations, making sound decisions and using good judgment and demonstrating intellectual and communication capabilities. Minimum Qualifications Bachelor's degree with coursework in Engineering, Construction Technology/Management, or a related field, Previous field engineering/construction inspection experience, Experience in Excel and Microsoft Office software, The ability to perform mathematical calculations and be able to prepare and monitor operating and capital budgets, and various engineering-related project reports, Must be a self-starter, and possess the ability to communicate effectively, both orally and in writing, with a variety of stakeholders (e.g. residents, employees, senior management, and elected officials), Valid Illinois driver's license. Compensation This position is FLSA exempt with an excellent benefit package, including health and life insurance, IMRF pension, vacation time, paid holidays and sick days. The salary range for this position is $92,132.00 - $117,844.00 based on qualifications.
