The role provides the analytical foundation for long‑term capital planning and establishes standardized frameworks for preventative maintenance and regulatory compliance across critical infrastructure systems. The Vice President of Infrastructure and Asset Planning designs and implements asset data and reporting platforms, translates condition and lifecycle insights into capital recommendations, and ensures that asset management practices, compliance activities, and investment strategies align with organizational goals and regulatory requirements. Job Duties Design, build, and maintain the systems, processes, and reporting infrastructure needed to collect, assess, and preserve accurate, comprehensive asset data across the portfolio, ensuring organization‑wide data integrity and accessibility. (Essential) Establish and oversee asset condition assessment programs, ensuring accurate, timely, and comprehensive evaluation of infrastructure and utility assets to support lifecycle management, risk analysis, and informed decision-making. (Essential) Provide analysis and reporting that guide long‑term capital allocation, translating asset condition data, risk assessments, and growth projections into prioritized investment recommendations that optimize funding and sustain critical systems. (Essential) Develop, implement, and improve standardized processes for preventative maintenance and regulatory compliance, ensuring assets are maintained, risks mitigated, and all reporting requirements met on time. (Essential) Develop and manage the Infrastructure Systems operating budget, partnering with Finance and Construction Services on capital budget planning, forecasting, and variance analysis to ensure responsible stewardship of departmental and capital resources. (Essential) Coordinates team member selection and development and ensures team members comply with appropriate policies and procedures. Evaluate, select, and oversee technology platforms, vendors, and consultants supporting asset management, condition assessment, work order management, and compliance reporting, ensuring solutions integrate, scale, and deliver measurable value. Establish key performance indicators, dashboards, and recurring executive reports that track asset condition, maintenance performance, compliance status, and capital plan progress, giving senior leadership the visibility needed for informed decisions. Collaborate with internal leaders and external partners to align infrastructure strategy, communicate recommendations, and drive timely execution of key initiatives. Other duties as assigned. Requirements Bachelor's Degree in engineering or related field. (Required) 10 years in experience in infrastructure construction and/or utilities management. (Required) Must have a valid driver's license Strong analytical ability, including the capacity to translate large volumes of asset data into insights, financial models, and capital allocation recommendations Understanding of infrastructure systems (water, sewer, storm drainage, electric, gas) regulatory requirements, capital planning Strong organizational and multi-tasking skills Understanding of budgeting and financial analysis Ability to effectively lead/manage team and self-perform Thorough knowledge of and ability to read and understand construction drawings Ability to effectively communicate with both field management and senior management Ability to use MS Office Suite Ability to travel as required, up to 40%
