Engineering Planning Supervisor Req #267 City of Independence - Service Center, 21500 E Truman Rd, Independence, Missouri, United States of America Apply Share Job Description Posted Tuesday, April 14, 2026 at 2:00 AM Under minimal supervision, supervises the work of engineers and district planners within the department, exercising technical and administrative oversight; independently perform the full range of professional engineering work assignments; provide project direction and planning. Plan, supervise, and oversee the work of professional and technical staff within a unit; assign work to subordinate staff; review plans, documents, budgets, schedules, and project reports; sign and seal final plans. Supervise staff, including establishing performance expectations and goals for direct reports; provide instruction for performance improvement and development; evaluate performance and complete required performance reviews; manage disciplinary process. Serve as project manager on construction projects; establish priorities, track project budgets and schedules, develop work processes and procedures to meet goals, and direct the work of professional and technical staff, consultants, and contractors; administer contracts and approve payments to contractors. Ensure project completion in accordance with work plans, and compliance with all applicable federal, state, and local laws, regulations, ordinances, codes, and policies. Establish and revise technical, quality assurance, and quality control standards for areas of specialization; perform reviews for conformance with technical, performance, and operation standards and practices. Collaborate with department leadership and staff to plan, organize, and direct resources to complete projects within defined budget and schedule; participate in development of competitive bidding documents, and bidding and awarding contracts. Establish budgets, estimate staffing and resource needs, purchase equipment, and approve expenditures. Provide input for budget development, policies, processes, and standards; forecast number and types of staff needed to achieve department goals; participate in development of standards and policies with respect to area of specialization. Respond to requests for information, provide reports, and coordinate activities with other teams, departments and outside agencies. Obtain and integrate stakeholder input on projects in planning, design, and construction; participate in steering groups and committees; represent unit and project in operational decisions. Coordinate with federal, state, county, and local agencies to ensure engineering projects including requirements, permits, notifications, and hearings are completed on schedule. Prepare and process required documentation for projects; ensure maintenance of records for project activities, findings, progress, and results; prepare design drawings and specifications, engineering studies, technical reports, memorandums, documentation, and correspondence. Ensure overall readiness and redundancy for public works systems, coordinate emergency responses during utility incidents. Create and promote an equitable workplace for all employees.
Minimum Qualifications:
Graduation from an ABET accredited college or university with a bachelor's degree in Electrical, Mechanical, Civil, or Industrial Engineering and a minimum of five (5) years progressively responsible related experience including at least two years in a supervisory position, or Three (3) years of progressively responsible related experience including at least two years in a supervisory role with a master's degree in Electrical, Mechanical, Civil or Industrial Engineering, with an emphasis on power distribution engineering. An equivalent combination of education and experience which provides the required knowledge, skills, and abilities to perform the essential functions of the job. Must possess a Valid Driver's License. Must complete required NIMS level training within first six months of hire. Professional Engineer (PE) is preferred. Public administration experience is preferred.Knowledge, Skills, and Abilities:
Thorough knowledge of the National Electric Safety Code, National Electric Code, engineering theory, principles, practices, costs, construction techniques, trends, regulations, standards, equipment, and materials related to the area of specialization. Knowledge of budgeting, scheduling, cost control, safety, and administrative practices. Knowledge of relevant laws, statutes, regulations, and policies that pertain to the area of specialization or unit and the ability to interpret and apply them. Knowledge and understanding of information technology and computer capabilities applicable to engineering, design, project management, and business aspects of the area of specialization. Skilled in coordinating projects to meet established deadlines and time frames. Skilled in selecting, developing, organizing, motivating and effectively utilizing staff; using tact, discretion, initiative, and independent judgment within established guidelines. Skilled in researching, compiling, and summarizing a variety of informational and statistical data and materials; organizing work, setting priorities, meeting critical deadlines, and following up assignments with a minimum of direction. Ability to develop, review, authorize, and interpret engineering technical plans and specifications. Ability to apply logical thinking to solve problems, accomplish tasks and to understand, interpret and communicate complicated policies, procedures, and protocols; computation and analysis, including trigonometry, geometry, algebra, and elementary calculus. Ability to operate engineering field equipment and instruments related to the area of specialization. Ability to supervise and direct staff of non-technical, technical, professional, and other staff. Ability to establish and maintain effective working relationships with management, staff, and others encountered in the course of work. Ability to communicate effectively, both verbally and in writing, to management, technical, and non-technical staff. Ability to utilize engineering- and City-specific software, and general office software, including Microsoft Word, Excel, PowerPoint, AutoCAD and Project.Work Environment and Physical Demands:
Work is generally performed in an office environment. Exerting up to 10 pounds of force occasionally and/or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Repetitive motion. Substantial movements (motions) of the wrists, hands, and/or fingers. The individual is required to have close visual acuity to perform an activity such as preparing and analyzing data and figures; transcribing; viewing a computer terminal; extensive reading. Frequent activity includes sitting, viewing computer screens, reaching, grabbing/ grasping and repetitive motions. Occasional activity includes standing, walking, bending, and reaching above shoulder height. Incumbent of the position generally performs in a typical office environment where there are some physical discomforts associated with changes in weather or discomforts associated with noise, dust, dirt and the like. While performing the essential functions of this job, the incumbent is regularly required to walk, sit, use hands to finger, handle, or feel objects, to reach with hands and arms, and talk or hear. While performing the essential functions of this job the employee is occasionally required to lift and/or move up to 10 pounds. Common eye, hand, and finger dexterity is required. Mental application utilizes memory for details, verbal instructions, critical thinking, and creative problem solving.
