Oncor (together with its subsidiaries) operates the largest transmission and distribution system in Texas, delivering power to nearly 4 million homes and businesses and operating more than 144,000 miles of transmission and distribution lines in Texas. Summary As member of Oncor's Near-Term Transmission Planning team, you'll oversee all transmission planning activities in the near-term horizon, between initial project release and asset energization, to ensure transmission projects are developed and executed to support load growth and ensure system reliability. This includes managing the development of near-term load forecasts and detailed models of Oncor's transmission system as necessary to conduct load flow analyses and provide timely feedback to construction and operations teams on the feasibility of proposed sequences. To the extent conflicts are identified between projects, internal or external, this includes identifying options to resolve issues. Key Roles & Responsibilities Directly or through others, the incumbent: Manages (for Manager II) / Directs (for Manager III) activities that support the development and maintenance of near-term load forecasts, incorporating emerging trends, seasonal variability and system growth impacts. Manages or directs activities to build near-term planning base and sensitivity models that will be used to assess system performance under a range of realistic forecast scenarios, as informed by operational experience. Manages or directs activities to analyze the performance of the transmission system in accordance with North America Electric Reliability Corporation (NERC) and Electric Reliability Council of Texas (ERCOT) requirements, to support the early development of feasible construction sequences, and provides ongoing support to proactively identify outage conflicts between projects. Manages or directs Transmission Planning's engagement in cross-functional efforts to develop strategies (e.g., sequencing adjustments, temporary system configurations, or other operational mitigations) to resolve identified conflicts. Communicates construction outage risks, constraints and mitigation plans clearly to internal and external stakeholders. Develops and maintains processes necessary to integrate near-term planning functions with internal and external stakeholders. Provides technical expertise and subject matter expert (SME) knowledge related to near-term planning functions. Continually drives improvements in the transmission planning process including adopting or creating tools to improve efficiency, ensure data accuracy, and support transmission planning objectives. Collaborates with the Compliance team to ensure that all transmission system modeling and analysis activities are performed in accordance with internal processes, and meet all NERC and ERCOT requirements. Develops and maintains collaborative working relationships with internal and external stakeholders/peers to effectively resolve issues of common need and interests. Facilitate a high-performance team culture including hiring high-potential job candidates, mentoring to professionally develop team members, and demonstrating continuous improvement practices. Performs all essential aspects and functions of the job as well as any other specific job requirements. Skills Demonstrates leadership skills, which may include leading multiple engineers on one or more major projects and/or driving the adoption of process improvements. Demonstrates subject knowledge and experience of transmission planning functions to manage a variety of assignments. Demonstrates good organizational skills to handle several diverse assignments as well as manage a group of engineers. Demonstrates effective oral and written communication skills, and the interpersonal skills needed to build and maintain working relationships with cross-functional teams. Demonstrates good analytical and problem-solving skills. Demonstrates ability to effectively lead, train, motivate, and coach employees in a complex, regulated operating environment. Demonstrates strong problem solving, conflict management and negotiation skills to research and provide solutions to complex issues, identify root causes and coordinate process improvements. Demonstrates multi-functional skills to influence change and effectively work across disciplines to achieve common goals and company business objectives. Education and Experience Bachelor of Science or higher in Electrical Engineering or related field required. Applicants that have a Professional Engineer Registration in the state of Texas are encouraged to apply. For Manager II Minimum 6 years of experience in the planning, operation, maintenance and construction of substation and transmission facilities is required.. At least 2 years of technical management and supervisory experience is required.
For Manager III:
Minimum 7 years of experience in the planning, operation, maintenance and construction of substation and transmission facilities is required. At least 5 years of technical management and supervisory experience is required. Measures of Success Oncor planning policies developed in compliance with all NERC and ERCOT Reliability Standards. Zero NERC/Texas Reliability Entity (RE) compliance violations. Receipt of approval to build transmission projects from ERCOT and the Regional Planning Group. Receipt of Certificate of Convenience and Necessity (CCN) approval to build new transmission lines from the Public Utility Commission of Texas (PUCT). Delivery of timely and quality planning information to external and internal stakeholders, including but not limited to planning recommendations to support near-term decision making, construction sequencing and seasonal preparedness deliverables.
