GENERAL STATEMENT OF RESPONSIBILITIES
Under limited supervision, this position is responsible for assisting in the overall management of the Transportation Division, to include planning, developing, implementing and administering division activities and projects. Reports to the Chief of Transportation Engineering.
ESSENTIAL JOB FUNCTIONS
Assists with planning, coordinating and managing technical research, comprehensive engineering studies and complex projects for public transportation improvements. Establishes and implements management systems and ensures the completion of assigned goals and objectives; ensures that contract plans, scope and specifications are being followed; oversees project inspections; interprets contracts, resolves conflicts and negotiates changes as appropriate. Provides oversight for transportation studies to include analyses of traffic crashes, roadway capacity, road safety, traffic signal and parking issues, and researches funding resources based study results. Reviews traffic impact analyses, plans of development, and site plans to verify compliance with city code, state regulations, design standards and the city's comprehensive plan. Reviews temporary work area traffic control and right-of-way plans to verify their compliance with the Virginia Work Area Protection Manual. Responsible for the effective supervision and administration of Transportation personnel to include staff development and training, succession planning, performance management, employee relations, prioritizing and assigning work and related activities. Evaluates resource needs and manages the effective deployment of resources. Prepares a variety of detailed reports to track project status and provide analyses for ongoing transportation studies; provides information to other departments, City Council or regulatory agencies and makes recommendations for improvements and long-range planning purposes. Assists the Chief of Transportation Engineering in liaison efforts with federal, state and local agencies and other City Departments as it pertains to transportation concerns; ensures project compliance with applicable laws, regulations and policies. REQUIRED KNOWLEDGE
Civil Engineering
- Comprehensive knowledge of civil engineering design and federal, state, and local regulations related to civil engineering including the principles and theory of applied engineering, design. And construction. General knowledge of public transportation principles and practices including survey, appraisal, negotiation, and eminent domain as well as the systems that support them. Traffic Engineering
- Comprehensive knowledge of traffic engineering principles including intersection/roadway improvements, roadway lighting, ITS improvements, regional transportation planning, traffic calming installations, traffic studies, work zone traffic control, specialist events, traffic signal design and installation. - Knowledge of planning, organizing, and managing resources to bring about the successful completion of specific project goals and objectives. Supervision
- Knowledge of leadership techniques, principles and procedures to assign work, schedule, supervise, train, and evaluate the work of assigned staff.

AND EXPERIENCE
Requires a Bachelor's Degree in Civil Engineering or closely related field and 3
- 5 years of progressively responsible experience including project management and with 1
- 2 years of supervisory experience, or an equivalent combination of education and experience.
ADDITIONAL REQUIREMENTS
Requires a valid driver's license with an acceptable driving record. Must possess and maintain a current Professional Engineer license from the Commonwealth of Virginia, or must obtain by comity within one year of employment.
PHYSICAL REQUIREMENTS
Requires the ability to exert light physical effort in sedentary to light work. Some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds) Tasks may involve extended periods of time at keyboard or workstation.
SENSORY REQUIREMENTS
Some tasks require the ability to perceive and discriminate sounds and visual cues or signals. Some tasks require the ability to communicate orally.
ENVIRONMENTAL EXPOSURES
