Job Description

Why This Role Matters This role plays a critical part in ensuring OPPD remains compliant with environmental regulations across the district. With increasing generation and infrastructure projects, this position helps protect operations, mitigate regulatory risk, and support the safe and reliable delivery of energy to the communities we serve. What You'll Do Lead SPCC Program (Core Responsibility) + Administer OPPD's Spill Prevention, Control, and Countermeasure (SPCC) program across the district + Manage and maintain 100+ facility plans on a rolling 5-year compliance cycle + Ensure all plans are reviewed, updated, and compliant with regulatory standards + Provide Professional Engineer (PE) sign-off on plans as required Support Federal Response Plan (FRP) Compliance + Lead and support FRP implementation for facilities exceeding federal oil storage thresholds + Partner with project teams to ensure compliance on new generation sites prior to operation + Coordinate emergency planning, training, contractor support, and response readiness Partner Across the Organization + Collaborate with: + Substation Engineering + Generation and project teams + Environmental and operations staff + Ensure environmental compliance is integrated into project design, construction, and operations + Provide guidance on containment systems, regulatory requirements, and risk mitigation Drive Compliance & Risk Management + Conduct site inspections and maintain environmental compliance documentation + Ensure adherence to applicable environmental regulations, including 40 CFR Part 112 + Support internal and external audits and regulatory reporting efforts + Identify risks and proactively implement solutions to maintain compliance Provide Environmental Engineering Support + Support landfill, waste management, and remediation-related projects + Assist with environmental planning and regulatory interpretation + Develop work plans, technical documentation, and compliance procedures Continuous Improvement + Identify opportunities to improve environmental programs and processes + Enhance compliance strategies to support evolving regulatory requirements and business needs
Qualifications Required:
+ Requires a bachelor's degree in mechanical, civil or environmental engineering and registration as a Professional Engineer in the State of Nebraska. + A minimum of five years power plant engineering and/or ten years relevant industrial plant experience is required. + Experience must demonstrate an ability to apply highly creative and analytical thinking to the resolution of complex problems. + Must have good communication, teamwork and interpersonal skills.
Desired:
+ Familiarity or experience in landfill design and construction and/or spill prevention countermeasures and controls.
