Duties Description Under the general direction and supervision of the Section Chief, the Professional Engineer 1 (Environmental) will support the implementation of the Division of Air Resource's Operating Permit Program throughout the state. This work is also anticipated to include work related to the Climate Leadership and Community Protection Act (CLCPA), Environmental Justice Siting Law (EJSL), and Clean Air Act. Duties will include, but not be limited to, the following: Evaluation of regulatory language, communication materials, development of policy and regulations.
  • Maintain knowledge of federal and state air regulations, policies, and guidance.
  • Evaluate and summarize data to be included in rulemaking and communication materials and documentation.
  • Utilize Excel and other technical programs to present data in a meaningful way.
  • Consult with other staff teams to share technical data and information.
  • Evaluate engineering data and other documents to inform regulation or policy development.
  • Develop policy and regulatory documentation, including enforceable and verifiable regulatory limits and control requirements to achieve and maintain compliance with air quality standards, guideline concentrations, and
CLCPA/EJSL
initiatives. Evaluation of compliance, enforcement, permitting, and emission data.
  • Review air permit application data submitted to DEC by regulated facilities.
  • Enter data into DEC's Air Facility System (AFS), maintain it, and ensure its accuracy.
  • Calculate air contaminant emissions based on known emission factors and engineering data.
  • Utilize AFS to review and issue permits, assess facility compliance status, and assemble and evaluate data.
  • Provide support and technical assistance to regional staff, including the development of policies and guidance to ensure proper implementation of statewide permitting, compliance, and enforcement efforts.
  • Act as a training and support resource for technical staff on a variety of air pollution control permitting and compliance topics. Public and intra/inter agency interaction
  • Represent the Division on calls and in meetings with representatives of other Department divisions and offices.
  • Represent the Department on calls and in meetings with representatives of other New York State agencies and authorities, commissions, the USEPA, other states, and regional and/or national air quality associations.
  • Keep notes of meetings and transfer information to supervisor.
  • Respond to inquiries from facilities, consultants, the public, the USEPA, and other entities.
Essential Functions:
  • Strong verbal and written communication skills and ability to clearly present information and results.
  • Knowledge of air pollution control practices and procedures.
  • Able to possess and broaden knowledge of mandatory programs and engineering practices, including an understanding of technical documents and drawings.
  • Able to perform engineering calculations using appropriate reference materials and engineering data.
  • Able to travel to meetings, sites, and outside conferences as required.
  • Capable of dealing effectively with colleagues and members of the public, government, vendors, consultants, and other outside entities.

  • Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis. or Transfer Eligible
  • One year of permanent competitive service at Salary Grade 22 or higher and either: Eligible for transfer under Section 70.
1: One year of permanent competitive service as a Plant Supt A, Professional Engineer 1 (Civil), Professional Engineer 1 (Civil/Construction), Professional Engineer 1 (Civil/Geotechnical), Professional Engineer 1 (Civil/Structural), Professional Engineer 1 (Civil/Transportation), Professional Engineer 1 (Electrical), Professional Engineer 1 (Fire Protection), Professional Engineer 1 (Industrial), Professional Engineer 1 (Mechanical), or Professional Engineer 1 (Mechanical/HVAC). Additional qualifications may be required. or Eligible for transfer under Section 70.4. To transfer under Section 70.4 or to apply under the 55 b/c program, candidates must meet the minimum qualifications below. This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the
NY HELPS
Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under
NY HELPS
will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a
NY HELPS
title, employees may take part in any promotion examination for which they are qualified.

This amount is comprised of the base salary of $91,298 with an additional geographic pay differential of $7,000, specific to this title and location. The job rate for this position is $122,252. This amount is comprised of the base salary of $115,252 with an additional geographic pay differential of $7,000, specific to this title and location. Must have a valid driver's license or demonstrate the ability to meet the transportation needs of the position. Travel may be required. Overtime may be required. Overnight travel may be required.
