Duties Description The PE1 will serve as supervisor of the Petroleum Bulk Storage (PBS) section in the Regional oil spills unit. They will ensure compliance with State and Federal laws and regulations at State regulated PBS facilities. They will inspect State regulated facilities in accordance with the annual work plan goals and provide follow-up to ensure problems are corrected, and refer non-compliant facilities for legal enforcement as appropriate. Provide guidance and assistance to staff; the regulated community; and Nassau and Suffolk County Health Departments for the portion of the PBS program that has been delegated to each respective County. The PE1 will supervise subordinate staff, directing and assigning inspections, providing training and guidance. They will manage assigned petroleum and chemical spills projects, including tank test failures, and provide clear and prompt direction to contractors and responsible parties to ensure spills are mitigated in accordance with DEC guidelines. The PE1 will manage DEC oversight of regulated tank removals and maintain reports in an organized manner. The supervisor will document and update the Spills database for EPA regulated tanks. Excellent verbal and written communication skills are required to communicate with the regulated public, other emergency response personnel, consultants, DEC regional and central office staff. The minimum qualifications required for this vacancy. Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the
NY HELPS
Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date (within one year of permanent appointment), it is expected employees hired under
NY HELPS
will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a
NY HELPS
title, employees may take part in any promotion examination for which they are qualified. Candidates may also be eligible via the following: Reassignment
  • Currently in the title and an employee of DEC or Reinstatement Eligible
  • Previously held the title on a permanent competitive basis or held a title as indicated under the transfer eligible section on a permanent competitive basis. or Transfer Eligible
  • One year of permanent competitive service at Salary Grade 22 or higher and either: Eligible for transfer under Section 70.
1: Permanent competitive service as an Environmental Engineer 2 Civil, Senior Sanitary Engineer. Additional qualifications may be required. or Eligible for transfer under Section 70.4: Must meet the open competitive minimum qualifications below; Open competitive minimum qualifications (provided for 70.4 transfer eligibles and NYHELPS): a New York State Professional Engineer's license and current registration AND one year of engineering experience in sanitary, public health or environmental engineering. If there is a viable promotion examination eligible list (three acceptors) for this position, candidates who qualify based on 70.4 transfer or under the 55-b/55-c options cannot be considered. Candidates who are not eligible for transfer or reinstatement must meet the promotion qualifications below and receive, or have received, a passing score on the online Civil Service examination for the Professional Engineer 1 (Environmental) https://www.cs.ny.gov/engineering/prom/ (for promotional candidates).   • The starting salary for this position is $ 104,798.
This amount is comprised of the base salary of $ 91,298 with an additional geographic pay differential of $13,500 specific to this title and location. The job rate for this position is $ 128,752. This amount is comprised of the base salary of $ 115,252 with an additional geographic pay differential of $13,500 specific to this title and location. Must have a valid driver's license or demonstrate the ability to meet the transportation needs of the position. Use of personal protection equipment, including a respirator, will be required. Must be able to negotiate difficult terrain. Must be able to work in remote areas. Must be able to work in adverse weather conditions. Travel may be required. Overtime may be required. Overnight travel may be required. Weekends and holidays may be required. Must be available for emergency response. Must be available to respond to after-hours emergencies. Must successfully complete (or have completed) the 40-hour
OSHA 1910.120
training course and all other required training. Must complete an annual Health and Safety Program including medical monitoring, fit testing, and 40 (or 8) hour
