This position performs the following duties: Plans and schedules work in a manner th promotes a smooth flow and even distribution. Directs total operions through subordine civilian supervisory and non-supervisory personnel. Considers a variety of elements in determining funds available, contour of land, soil condition, weher and its effect upon building merial, new engineering concepts, USAF Guides, etc. Represents the Base Architect/Engineer meetings and conferences with HQ ANG and intermedie command staff, Commanders and staff representives of tenant organizions, Division and District Engineer representives of the Corps of Engineers and Naval Facilities Engineering Command, metropolitan airports commission staff; FAA, Veterans Administrion, highway department representives; Federal, stes, and city Environmental Protection Agency representives. Determines operional trends and forecasts requirements. Determines and coordines acquisition and use of money, manpower, equipment and merial. Plans required organizional structures to establish the essential functional elements necessary to carry out architectural/engineering responsibilities most effectively and economically. Provides technical instructions and informion on architectural, engineering and other technical requirements and assigns phases of projects to subordine architects, engineers, engineering technicians, and draftsmen. Reviews work accomplishment during progress and, upon completion directs changes to achieve technically accure and adeque layout and design computions, specificions, and estimes. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. Ability to establish effective professional working relionships with coworkers and customers, contributing to a cooperive working environment and successful accomplishment of the mission. Irregular and/or overtime (compensory) hours may be required to support operional requirements or contingencies or may be required to work hours outside of the normal duty day. May be required to travel by car, in military and/or commercial aircraft, and by other means of transportion as approprie to perform temporary duty assignments. This position is designed as Essential Personnel and may be subject to duty in preparion for, or in response to, a ste emergency or disaster declarion. Head of Agency requests to exceed 14 days in a calendar year must be approved in advance by the Nional Guard, Director of Manpower and Personnel (NGB-J1). Qualificions
GENERAL EXPERIENCE
: To be considered, applicants must have current registrion as a professional engineer by any Ste, the District of Columbia, Guam, or Puerto Rico. Applicants must have successfully passed the Engineer-in-Training (EIT) examinion, or the written test required for professional registrion, which is administered by the Boards of Engineering Examiners in the various Stes, the District of Columbia, Guam, and Puerto Rico.
SPECIALIZED EXPERIENCE
: Must have 1-year equivalent to least next lower grade level experience, educion, or training in preparing technical and engineering drawings. Experience searching out and developing new or grely modified methods and approaches to accomplish the Civil Engineering function. Experience in coordining and negotiing with contractors and other personnel regarding engineering and administrive mters. Experience supervising and leading others within the Engineering Occupional Series. A combinion of educion and experience may be credited to qualify applicants for the position. To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) stics, dynamics; (b) strength of merials (stress-strain relionships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nure and properties of merials (reling particle and aggrege structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, he transfer, soil mechanics, or electronics. OR B. Combinion of educion and experience
  • college-level educion, training, and/or technical experience th furnished (1) a thorough knowledge of the physical and mhemical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applicions to one of the branches of engineering.
The adequacy of such background must be demonstred by one of the following: Professional registrion or licensure
  • Current registrion as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any Ste, the District of Columbia, Guam, or Puerto Rico.
Absent other means of qualifying under this standard, those applicants who achieved such registrion by means other than written test (e.g., Ste grandfher or eminence provisions) are eligible only for positions th are within or closely reled to the specialty field of their registrion. Written Test
