My Client, a global Oil & Gas company based in Houston, is seeking a highly experienced Package Quality Engineer (PQE) to support a multi?billion?dollar deepwater development hub in the Gulf of America (GoA). This project represents a flagship opportunity to deliver world?class execution through standardized design and innovative ways of working. Reporting to the Program Quality Manager, the PQE is responsible for ensuring quality assurance and control of engineered equipment packages. This role plays a critical part in supplier qualification, inspection strategy development, and compliance assurance, working closely with Engineering, Procurement, Construction (EPC), and suppliers to deliver compliant, high-quality equipment on schedule. This is a long term contract expected to go through to 2030, you must be local to Houston and be able to start within the next 2 weeks Key Responsibilities Lead end?to?end quality assurance activities for assigned equipment packages (e.g., rotating equipment, compressors, pumps, turbines, valves, heat exchangers, pressure vessels, and E&I systems) Translate project specifications, codes, and purchase order requirements into clear supplier quality deliverables Develop and maintain Quality Plans, Inspection & Test Plans (ITPs), surveillance strategies, and inspection checklists Implement risk?based inspection and criticality assessments aligned with project requirements Conduct supplier assessments, audits, and capability evaluations Lead pre-production and kick-off meetings, ensuring quality expectations are clearly aligned Monitor supplier performance and ensure compliance with contractual, statutory, and industry standards Plan and execute source inspections and supplier surveillance activities, including hold and witness points Review manufacturing documentation such as: Material Test Reports (MTRs), Welding and NDE records, Test and certification reports, Final Manufacturing Data Records (MDRs) Manage nonconformance processes (NCRs), including root cause analysis and corrective actions Drive improvements in key quality metrics (e.g., right?first?time, rework rates, documentation quality, test success rates) Support Factory Acceptance Testing (FAT) and System Acceptance Testing (SAT) Ensure equipment meets all quality and documentation requirements prior to shipment Verify compliance with preservation, packaging, shipping, and export requirements Collaborate with Engineering, Procurement, Expediting, and Project Controls teams Provide regular reporting and updates to the Quality Manager and project leadership Support supplier performance reviews and escalation of quality issues Required Qualifications Bachelor's Degree in Engineering or equivalent Professional certifications preferred (e.g., ASQ CQE, CMQ/OE, CQA, or CQI Chartered Member) Certified Quality Auditor (ISO 9001, API Q1/Q2 or similar) Strong experience in supplier quality and package engineering within oil & gas or EPC environments Hands on knowledge of Welding processes (WPS/PQR/WPQ), Non-Destructive Examination (NDE) Material traceability and heat treatment Experience with rotating equipment and/or packaged E&I systems, including FAT execution Proficiency in inspection planning, ITP development, and risk-based surveillance Familiarity with industry standards such as ASME, API, ASTM, ISO, IEC, IEEE
Strong analytical and problem?solving skills (e.g., 5?Why, Fishbone, 8D methodologies) Ability to interpret technical drawings, P&IDs, and specifications Excellent communication and stakeholder coordination abilities Experience working with quality systems and project data tools (ERP, PLM, etc.) Willingness to travel for supplier inspections and site support (domestic and international) Experience with equipment certification in hazardous or explosive environments is desirable Knowledge of ATEX, IECEx, or similar compliance frameworks is desirable
