Full Job Description Fiber Optic Design Engineer Location:
Onsite in
New Orleans, LA Contract:
W2 only, 12 month contract with potential for extension or conversion to full time with either the client or
CEI Pay:
$62 /hour + optional medical, dental, vision, 401(k) match Key Responsibilities Fiber Optic Network Design & Deployment Plan/engineer OSP fiber networks connecting substations, generation facilities, control centers, and other utility sites Design aerial and underground fiber routes, including: OPGW (Optical Ground Wire) on transmission lines ADSS (All-Dielectric Self-Supporting) cables on distribution poles Develop route maps; specify fiber cable/hardware; create splicing + termination plans Ensure redundancy/resiliency for mission-critical services (SCADA, protective relaying, corporate communications) Oversee permitting and rights-of-way; ensure designs meet NESC clearances and client attachment standards Microwave Radio System Engineering Design/optimize point-to-point microwave links for remote connectivity and to reinforce the fiber network Perform path surveys and line-of-sight analyses Determine tower locations/heights; select antennas/frequencies; build link budgets for reliable high-capacity comms Coordinate frequency management and regulatory compliance (e.g., FCC licensing, interference studies) Prepare specs for microwave radios, waveguides, and antennas aligned to client requirements and industry standards (e.g., Telcordia) Telecom Site & Facility Design Plan placement/design of telecom facilities at utility locations (substations, plants, control centers, etc.) Design/spec installation of towers, poles, antenna mounts, plus shelters/cabinets/control house upgrades Coordinate associated civil/site work (site layout, grading, access roads, trenching/conduit, foundations) with civil/structural engineers Ensure designs meet physical security requirements, environmental/hazard mitigation standards, and compatibility with existing utility infrastructure Power & Backup Systems Integration Incorporate reliable power solutions to maintain critical communications during outages
Specify/coordinate:
AC power feeds, DC power plants + battery backup, appropriately sized standby generators for repeater huts, microwave relay sites, substation telecom rooms Ensure grounding/surge protection and compliance with NEC and client electrical standards Project Planning & Execution Support Support projects from scoping through commissioning Develop scopes and cost estimates for fiber expansions, microwave deployments, and network upgrades Produce detailed engineering design packages, including: Construction drawings, fiber splice diagrams, equipment layouts, wiring diagrams, bills of materials Use CAD and GIS tools (e.g., ESRI ArcGIS, GE Smallworld) for route maps, floorplans, and site diagrams Plan schedules; support change management (cutovers, outage clearances, method-of-procedure docs) to minimize operational impact Required Skills Fiber outside plant (OSP) design + build experience Experience with Cisco, Nokia, and Sicnea Demonstrated experience in telecommunications engineering with strong focus on: OSP fiber optic network design Microwave system engineering Several years of experience in telecom OSP engineering or network design, ideally in a utility or similar industry (contractor role expectation) Deep knowledge of fiber optic communication systems, including: Fiber cable types Splicing techniques Connectors OSP construction practices (aerial + underground) Microwave radio system design and RF engineering principles, including: Path loss calculations Antenna propagation Frequency coordination Familiarity with transport/network technologies, including: Packet-based transport (e.g., MPLS, Carrier Ethernet) TDM systems (e.g., SONET/SDH, DCS, channel banks) Solid understanding of IP networking fundamentals and how transport networks interface with IP-based systems GIS tools for route planning/asset tracking: ESRI ArcGIS or GE Smallworld CAD tools for construction drawings: AutoCAD or MicroStation Telecom inventory / OSS tools: ConnectMaster (or similar OSS)
Productivity/collaboration:
Microsoft Office, Visio, Microsoft Teams Working knowledge of telecom + utility installation standards/codes, including: NESC (line construction, structure clearances) NEC basics (facility electrical systems) Telecom standards (e.g., Telcordia/Bellcore, IEEE) Ability to design solutions compliant with: Safety regulations Utility policies Applicable regulatory standards (e.g., NERC reliability standards) Required Education Bachelor's degree in Electrical Engineering, Electronics/Telecommunications Engineering, or a related field OR equivalent work experience + relevant technical training/certifications considered
