Since its creation by the legislature in 1986, LTRC has grown to national prominence through its efforts to improve transportation systems in Louisiana. The center conducts short-term and long-term research and provides technology assistance, engineering training and continuing education, technology transfer, and problem-solving services to DOTD and others in the transportation community. LTRC's goal is to merge the resources of state government and universities to identify, develop, and implement new technology to improve the state's transportation system.
About This Position:
This position directs a highly diverse, extensive and critically important in-house and contract research program in response to DOTD overall objectives and in response to problems of extraordinary difficulty by administering and providing professional engineering direction to the Materials Research Program of the LTRC's Research and Development Section. This program encompasses a full spectrum of transportation technology and operations incorporating widely diverse infrastructure areas ranging from asphalt cement, asphalt concrete, Portland cement, Portland cement concrete, structural materials, maintenance and construction practices, and management of structures research. The incumbent makes authoritative decisions and recommendations that impact the extensive department engineering activities. This position is open to only current permanent classified DOTD employees. EXPERIENCE SUBSTITUTIONS
A master's degree in engineering will substitute for one year of professional engineering experience. A doctorate degree in engineering will substitute for two years of professional engineering experience. Advanced degrees will substitute for a maximum of two years of professional engineering experience. There is no substitution for licensed engineering experience.
NOTES:
Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience. Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience. Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he/she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met. Louisiana Professional Engineer licenses are issued by the Louisiana Professional Engineering and Land Surveying Board. Job Duties and Other Information Job Duties:
Plans, develops and administers the materials and structures research programs. LTRC, with a staff of 15 engineers, professors, technicians and students, establishes, develops, produces and executes authoritative and far-reaching engineering programs which impacts diverse engineering activities of the state's transportation system. Advises and provides leadership to directorate, division and office chief levels on development of new technologies and programs, and implementation of research findings to improve the effectiveness of department policies, specifications, procedures and operations; recommends plan changes to the chief engineer to incorporate new technologies and materials or to implement research findings; negotiates and arbitrates critical and controversial issues with top level engineers and officials of public/private transportation industry and organizations. Serves as expert witness in wide array of technical areas supported by the group's research program. As budget authority for the Materials Group, prepares and recommends the group's operating budget, personnel matters, and staffing needs; prepares and directs group operating and strategic plans, and develops and measures performance indicators with the overall scope of the total LTRC program. The incumbent also administers the materials related activities of an engineering research facility, the $1.2 million Engineering Materials Characterization Research Facility (EMCRF), located at LTRC.

Compensation:
This position has a Special Entrance Rate (SER) of $$3,481.60 biweekly.
