//governmentjobsmdotmdThe State Highway Administration's (SHA) Office of Traffic and Safety (Anne Arundel County) is currently recruiting for an Assistant Division Chief (Transportation Design Engineer VI) position. This position is open to anyone who meets the minimum and selective qualifications listed below. All eligible candidates must meet the minimum and selective qualifications by the closing date. Nature of Work:
This position will serve as the Assistant Division Chief responsible for leadership and management of the Traffic Development and Support Division (TDSD) within the Office of Traffic and Safety (OOTS). This position provides direct management and oversight of licensed and non-licensed professional engineers in the development and application of traffic engineering policies, standards, and guidelines, including engineering studies and technical support to District offices and other SHA units.

This position manages and oversees statewide traffic engineering programs. These programs include the Red-Light Camera Program, License Plate Reader Program, Signal Cabinet Wrap Program, Traffic Impact Study (TIS) Program, Logo Sign Program, New Products Program, Design Requests (DRs), Memoranda of Agreements (MOAs), Fund 30, 76, and 87 request approvals, Roundabouts, and related traffic engineering initiatives.

This position is responsible for reviewing and approving engineering studies, technical proposals, consultant contracts, cost proposals, and traffic engineering recommendations to ensure compliance with (Code of Maryland Regulations) COMAR, the Manual on Uniform Traffic Control Devices (MUTCD), SHA policies, standards, and guidelines.

The Assistant Division Chief leads consultant procurement activities, coordinates with numerous SHA offices and external stakeholders. This position provides technical guidance to staff and consultants, prepares executive correspondence, and represents SHA and OOTS at meetings with federal, state, and local agencies, consulting firms, elected officials, and the public.

This position also performs supervisory and managerial responsibilities including workload management, employee coaching and mentoring, performance management, approval of leave and time sheets, budget monitoring, and coordination of division operations.

MINIMUM QUALIFICATIONS
Possession of a Maryland Professional Engineer license, in the appropriate option, is required. Evidence of license must be presented at the time of appointment.
Experience:
Two (2) years of experience managing engineering projects as a licensed, professional engineer.
Selective Qualification:
Three (3) years of experience in traffic engineering.

Preferred Qualifications:
The ideal candidate should possess the following:
  • Extensive knowledge of traffic engineering principles, standards, policies, and practices
  • Experience managing or overseeing statewide transportation engineering programs
  • Experience reviewing and approving Design Requests (DRs), Traffic EngineeringStudies, traffic control device recommendations, and related engineering documentation
  • Working knowledge of
MUTCD, COMAR, SHA
policies, standards, and guidelines
  • Experience managing consultant contracts, technical proposals, and procurement activities
  • Experience supervising professional engineering and technical staff
  • Strong leadership, consensus building, coaching, and mentoring skills
  • Excellent written and oral communication skills
  • Experience preparing executive-level correspondence and presentations
  • Ability to manage multiple priorities and complex assignments
  • Experience coordinating with local governments, consultants, FHWA, and other stakeholders
  • Working knowledge of Microsoft Office applications including Outlook, Word, Excel, and PowerPoint
  • Strong organizational and time management skills Licenses & Certifications Candidate must possess a motor vehicle operator's license valid in the state of Maryland.
