Job Description
This position will support the Mobility Strategy and Mobility Development groups within the Mobility Strategy and Infrastructure Division of Transportation Department. This role is responsible for l eading and prioritizing project development and design for multiple transportation projects, including those that are highly complex. Provides technical expertise, planning project scopes, plans, and budgets for long- and short-term projects. Coordinates with staff across multiple city departments and throughout Transportation Divisions; negotiates contracts; and ensures compliance with applicable regulations, policies, and procedures. Serves on internal review committees for RFP/RFQ solicitations, facilitates public engagement and outreach related to projects, and coordinates with external agencies to represent City interests, and facilitates and promotes project and city initiatives.

This is a part-time, temporary role Flexible hours; Monday - Friday Less than 30 hours per week or 1,000 hours per year The intent of this job description is to provide a representative summary of the major duties and responsibilities performed by employees in this job. Employees may be requested to perform job-related tasks other than those specifically presented in this description. Leads and coordinates the work of a group of employees; assigns and prioritizes tasks; guides employees to instruct or advise on tasks or assignments Manages contracted consultants for work related to projects, including drafting solicitation language, leading the interview and selection process, finalizing agreements, and managing performance and payment Responsible for providing project updates to management related to schedule, deliverables, budget, status, and risk Plans, coordinates and manages assigned programs and projects; prepares program/project cost estimates, coordinates resources, and plans improvement projects for system expansion and upgrades for assigned department Organizes and directs the planning, design, development, and implementation of assigned projects; prepares, reviews, and inspects specifications to assure compliance and compatibility with existing systems and applicable codes, standards, specifications, and practices; coordinates project research, meetings, conferences, inspections, accounting and close-out Provides advanced technical expertise and ensures compliance with state and federal specifications, regulations, and procedures. Trains and provides work direction and guidance to assigned personnel; provides technical consultation to City staff, administrators, and outside contractors This position will be required to operate a City vehicle for the purpose of attending field meetings and site visits on a regular basisEducation and Experience:
Bachelor's Degree in Civil Engineering, Construction Management, or related field; 5 to 7 years' experience in engineering, construction management, or related work OR Any equivalent combination of training and/or experience that provides the required knowledge, skills and abilities may be substitutedLicenses and Certifications:
Valid North Carolina Class C Driver's License with a satisfactory driving record, or the ability to obtain within 60 days of hire Professional Engineering (PE)Registration Knowledge of:
Planning, organization and management of construction, alteration and installation projects Professional engineering and project management principles and practices Applicable City, State and federal law, codes, ordinances, regulations, policies and procedures Modern office practices and procedures including the use of standard office equipment and computer applications such as word processing, database, and spreadsheet applications Skill in: Project management Contract administration Verbal and written communication Customer service Ability to: Plan, coordinate and manage projects for assigned department Perform a variety of professional engineering duties in the planning, design, contracting, budgeting, bidding and analysis of assigned projects Train and provide work direction and guidance to assigned personnel Interpret, apply and assure compliance with City, State and federal law, codes, ordinances, regulations, policies and procedures related to public works projectsSimilar remote jobs
