Job Description

Job Description Insight Global is looking to bring on a Senior Mechanical Design Engineer (PE) in support of a Federal client, to serve as an Owner's Representative/Engineer of Record, providing on-site technical oversight and engineering support for Federal construction projects. This role is responsible for ensuring all projects meet USACE specifications, UFCs, and
EM 385-1-1
safety requirements. The PE will be responsible for the following additional responsibilities: • 
Design Review & Compliance:
Review mechanical submittals, shop drawings, RFIs, and design packages for compliance with USACE specifications, UFCs, NFPA, ASHRAE, and IBC codes. • 
Construction Oversight:
Conduct on-site inspections of HVAC, plumbing, fire protection, and control systems installation to verify compliance with approved plans. • 
Commissioning & Testing:
Oversee commissioning activities, witness system start-up, functional testing, and performance verification (TAB). • 
Technical Consultation:
Act as a liaison between construction contractors and USACE Resident Offices to resolve technical ambiguities and design issues. • 
Documentation & Reporting:
Prepare technical reports, inspection records, deficiency logs, and change order assessments using Resident Management System (RMS). • 
Quality Assurance:
Participate in QC/QA meetings, identify risks, and enforce safety standards on site. Education:
Bachelor's degree in Mechanical Engineering from an ABET-accredited institution. • 
Experience:
10+ years of experience in HVAC/plumbing design or construction, specifically with federal/DoD projects. • 
Knowledge:
Strong understanding of Unified Facilities Criteria (UFC) and USACE construction standards. • 
Certification:
PE License from state of MD • 
Skills:
Proficiency in MS Office and RMS (Resident Management System). • 
Security:
Ability to obtain military base access
