Ensures compliance with applicable federal and state laws, policies, procedures, standards and guidelines. Work requires contact with governmental officials, private entities and/or contractors. Employees at this level are virtually self-supervising and assume direct accountability for the work product.
Essential Duties:
Coordinates with area engineers on design and plan preparation. Develops and monitors budget. Directs the design and/or implementation of pollution prevention plans on construction projects or develops and implements storm water pollution prevention plans for construction projects. Monitors consultants' progress and work quality; checks invoices and associated documents; prepares supplemental agreements. Negotiates fees and budgets, develops and negotiates scope of work, negotiates contract work schedules, and negotiates other contract agreements. Prepares and submits Plans, Specifications and Estimates (P.S. & E) on projects. Performs other job responsibilities as assigned.
Minimum Qualifications:
Education :
Bachelor's Degree in engineering or related science bachelor's or higher degree accepted by TX PELS.
Experience:
4 years' experience in transportation engineering. (Experience can be satisfied by full time or prorated part time equivalent). Related graduate level education may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications Must have one (1) year supervisory/managerial experience. Project leader or lead worker experience may substitute for supervisory/managerial experience.
Licenses and Certifications :
Valid driver's license. This position requires driving a state vehicle. Licensed Prof Engineer
  • Professional engineers licensed in another state in the United States, but not currently licensed in the State of Texas, must (1) meet the license requirements of the State of Texas Engineering Practices Act, (2) obtain a professional engineering license from the State of Texas within six (6) months of the date of hire, and (3) sign an agreement to that effect as a condition of employment.
Competencies:
Extensive knowledge of: Applicable analysis methodologies Applicable governmental laws, rules and regulations specific to area of responsibility for safeguarding information and information technology related systems Hydrologic, hydraulic and geotechnical design activities and principles Highway construction design applications Standards and specifications for bridges and other transportation structures Applicable plans, specifications and estimates preparation, review, processing and compliance requirements Design and plan preparation methods and requirements Roadway maintenance concepts, methods and procedures Considerable knowledge of: Industry guidelines, specifications and codes in the production and use of technical plans for the development and delivery of products and services Competitive bid processes, rules and regulations Contract development and oversight The utility industry and applicable laws, rules and regulations Expert skill in: Applying engineering principles, practices, and methods in job responsibilities Performing basic design and drafting Proficient skill in: Establishing plans and setting objectives and goals that support overall business strategy/results; anticipating and adjusting for problems/roadblocks Supervising technical staff Directing and establishing objectives; clarifying roles and responsibilities through individual performance plans; monitoring and measuring performance against goals; evaluating results and making necessary adjustments to meet deadlines Negotiating settlement of differences without damaging relationships: applying effective questioning and listening techniques to determine other parties' positions in a direct and diplomatic manner Scheduling work assignments Prioritizing and organizing work assignments Developing and giving presentations Using computers, applicable programs, applications, and systems
