Job Description

This position performs technical duties in the locating and marking of electric, water, sanitary sewer, and communications lines owned by the City of Dothan as well as utility support services. Locates and marks underground utilities owned by the City of Dothan in accordance with state law; locates and marks electric, water, sewer, communications, and other utilities. Locates underground electric facilities utilizing safe practices when working in or around energized equipment. Gathers, evaluates, and assembles field data and information to assist with engineering studies, map updates, designs, and reports for a variety of department projects; gathers survey data using various conventional and global positioning system (GPS) tools and equipment. Coordinates utility tracking and locating activities with office staff to ensure completion of locating activities and responses according to Alabama 811 laws; maintains and updates related records. Acts as liaison between the city, customers, developers, contractors, other city personnel, and representatives of other utility providers. Assists in coordinating work and locating schedules with developers, contractors, and other utility providers requesting locates. Maintains locate equipment and reports repair or maintenance needs to supervisor. Provides support for storm restoration efforts as needed. Performs related duties.
KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED BY THE POSITION
Knowledge of GPS hardware and software operations principles. Knowledge of the tools used in the location of underground utilities. Knowledge of safety hazards associated with the work. Knowledge of PPE required for working in or around energized electric equipment. Knowledge of computers and job-related software programs. Knowledge of department and city policies and procedures. Skill in reading and interpreting maps and drawings to determine the location of underground utilities. Skill in the use of computer and other office related equipment. Skill in maintaining records and documentation on utility systems. Skill in the use of field locating equipment such as pipe horns, metal detectors, utility locators, GPS equipment, and ESRI mapping systems. Skill in identifying and safely working around energized electrical equipment. Skill in interpersonal relations. Skill in oral and written communication.
SUPERVISORY CONTROLS
General instructions and daily tasks will be assigned by a Lead Engineering Technician. The Electrical Engineering Manager will spot-check completed work for compliance with procedures, accuracy, and the nature and propriety of the results.
GUIDELINES
Guidelines include state One-Call laws and department and city policies and procedures. These guidelines require judgment, selection, and interpretation in application.
COMPLEXITY/SCOPE OF WORK
The work consists of varied technical duties. Energized electrical equipment, inclement weather, and heavy traffic contribute to the complexity of the position. The purpose of this position is to locate underground city utilities and provide support services for the utility. Successful performance contributes to the safety of workers and the general public and to the safety of underground utility systems.
CONTACTS
Contacts are typically with co-workers, other city personnel, developers, representatives of utility companies, and members of the general public. Contacts are typically to give or exchange information, to resolve problems, and to provide services.
PHYSICAL DEMANDS/ WORK ENVIRONMENT
The work is typically performed while intermittently sitting, standing, walking, bending, crouching, or stooping. The employee uses tools or equipment requiring a high degree of dexterity. The work is typically performed outdoors, occasionally in cold or inclement weather. The employee may be exposed to dust, dirt, grease, and machinery with moving parts. Work requires the use of personal protective equipment.
SUPERVISORY AND MANAGEMENT RESPONSIBILITY
None. Graduation from a standard senior-high school or GED equivalent, as recognized by the United States Department of Education (USDE) or Council for Higher Education Accreditation (CHEA), and Five (5) years recent experience in the construction, maintenance, and installation of water, sewer, and/or electric facilities, or Two (2) years recent experience with the City of Dothan in the construction, maintenance, and installation of water, sewer, and/or electric facilities; or Two (2) years recent experience locating water, sewer, and/or electric facilities. •Accredited through an agency recognized by the U.S. Department of Education (USDE) or the Council for High Education (CHEA).
CONDITIONS OF EMPLOYMENT/PROMOTION/DEMOTION/TRANSFER
Employees are required to complete Certification of Understanding & Condition of Employment/Promotion/Demotion/Transfer form.
NECESSARY SPECIAL REQUIREMENTS
Valid operator's driver license and an acceptable driving record. (PBA 9/10/01) In an emergency and/or standby situation, an employee in this position must be able to report to his/her regular workstation in a maximum of 30 minutes from the time of notification. (Sec. 2-30. (2) / PBA 1/9/95) This requirement must be met within six (6) months of employment/promotion /demotion/transfer. An employee in this position must be available to be contacted via phone within 30 days of employment/promotion/demotion/transfer, due to call out requirements. An applicant for this position is subject to various background investigations up to and including a criminal, credit, past employment, and reference checks. Employees are required to submit to Drug and Alcohol testing in accordance with the City of Dothan policy, which includes pre-employment and random tests for the duration of employment in this position. (PBA 8/13/12) Must meet the City of Dothan's employment physical standards, which include drug/alcohol testing.
